Engineering design services and execution:
The installation that is constructed must be able to serve all types of ships and general cargo boats with a power requirement of up to 600kW.
Outlets are to be established for low voltage electricity, which must be able to deliver a voltage level of 440V - 690V, with an option for 50 -60Hz.
A system shall be made that has a high degree of user friendliness and that can be used safely and securely in accordance with the current rules for HSE.
The expectation is that the land electricity system/control part will be assembled as a 'container system' that shall be located in a permanent place close to the net station on the quay area. There is currently an 800 kVA transformer with some output in the existing net station (P1303) on the quay area. Allowances must be made for spare capacity of 750 kVA, (which is dimensioning for the land electricity system), the voltage level is 500V out of the transformer with 50Hz.

IEC NEK 80005.3, FEL, FSE, FEK, and NEK 400 will form the basis of the engineering design services and installation.
Technical description:
The front of Tangen quay is to be electrified.
Management and control installations are to be delivered in a container in the area, with integrated sockets of type Covatec or equivalent (2 x 350A), as well as a touch panel that enables IMO log on of ships.
In addition emergency stop switches shall be established, as well as an emergency stop line that connects the cable from boat to contact/container. If the cable is stretched, all voltage must be disconnected and an error light must come on/flash and an audio signal must be given. In order to restart, the IMO log on must be done again.

The ship connects directly to sockets on the container.
Container with control installations:
The container shall handle 400V to 690V input voltage, the output voltage must be 400V to 690V, 50-60Hz. The container must be complete turnkey with Cavotec or equivalent, 2 sockets. 3 ~ 350A sockets/output and 2 3 ~ 350A sockets/.
Input (connected with an extension lead) in accordance with IEC NEK 80005-3 integrated container.
A control panel and emergency stop functions with alarms (light and sound) must also be included.
The supply cables in the container must be adapted for easy access and easy connection. The container must have standard ISO measurements and it must be constructed in accordance with DNV 2.7-1 / EN 12079 and the surface must be treated in accordance with NORSOK M501, system 1. It must be equipped with lifting devices with chain/wire sling, an ISO corner at the top and bottom, as well as truck pockets. The entire installation must be assembled on a joint frame/skid so that the entire installation can be easily taken out of the container (in the event of any change of components). The system must be able to handle continual operation and draw minimum 750kVA of net transformer for continual delivery of 690V. Must as a minimum deliver a continual 700A with delivery of 440V.

There will be requirements for the container having active insulation monitoring, internal balancer connections, cooling, fire alarm installations (the installation must be stopped in the event of a fire or if the temperature exceeds the stated temperature limit, not above 45 degrees (a PT-100 element for monitoring the temperature must be integrated), kWh measurements and an HMI monitor (for selection of the number of outlets, wanted voltage and frequency). Otherwise there must be fuses for lighting and heating, ventilation, cable drums, etc.

Regarding communication/data transfer, the container must have an integrated 4G router, software that is compatible with Portwin or an equivalent system for communication with other platforms such as tablets, smartphones, etc. It must be possible to monitor the connection, choose to start/stop the transfer of land electricity, only read values of electricity consumption, voltage level, power consumption, errors, alarm, etc.

— Alarm integration with the control plant.
— Automatic synchronisation with non-compatible vessels.
— SMS alarms.
— Extinguishing system.
— Pressure monitoring in the container.
Connection options to ships:
We would like to facilitate for a flexible system. The idea is, thus, to install a mobile cable drum that can be moved with a truck. Cable length 75m.

If a tenderer has valid reasons for not being able to provide the documentation requested by the Contracting Authority, the tenderer can prove his economic and financial position with any other document that the Contracting Authority deems suitable.

The tenderer shall have experience from comparable assignments..
Documentation requirement: Description of the tenderer´s up to 3 most relevant contracts in the course of the last 3 years. The assignment description must include a specification of the assignment value, assignment length and the recipient (name, phone number and email address.). The tenderer is responsible for documenting the assignment’ relevance through their description. The Contractor may do this by including documentation on the skill or experience of the personnel that can be used for this project, including skills or experience that has been acquired while the personnel was in the service of another employer.
