A contract shall be signed for a turnkey contractor with early phase interaction (preliminary project) — Kjelsåsveien 114-116 Omsorg+ [Care+]. The contract shall include engineering design, demolition of the existing building in accordance with Annex 19 Scope of Demolition for Kjelsåsveien 114-116 Omsorg+, and construction of a minimum of 80 flats with associated service functions at 114-116, ref. Attached room programme and SKOK.
The contract also includes the following works:
— moving of the existing Swiss villa, rehabilitation of this in accordance with Annex 15 S-4842 — Planning Regulations for Kjelsåsveien 114 and 116 and interior preparation for tenant furnishings (Tenant furnishing are clarified in phase 1 preliminary project),
— Alteration of the existing water, surface water and sewer pipeline south of the site,
— alteration of technical infrastructure on the site and probably establishment of a new transformer station,
— complete development of outdoor facilities.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
The tenderer must be a legally established company:
— norwegian companies: company registration certificate,
— foreign companies: proof that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
The tenderer shall have the economic capacity to implement the contract.
Credit appraisal / rating, not older than 1 year, and which is based on the last known fiscal figures.
The Contracting Authority reserves the right to obtain further credit ratings or other financial information (Annual Financial Statements including notes, the board's annual reports and the auditor's reports, as well as recent information of relevance for the company's fiscal figures).

Teknisk og faglig kapasitet:
Experience from comparable assignments / deliveries is required.
Assignments of the same nature, complexity, degree of difficulty and scope:
1) Overview of the tenderer´s principal, relevant deliveries during the last 2 years, including information about:
— name of the Contracting Authority,
— date and place of the execution,
— the project name,
— the Contractor's role and assignments in the project,
— description of the type of construction project,
— contract form,
— the project's size in area and cost.
Annex 1 Reference Form Template can be completed, or tenderers can use their own form. The Contracting Authority reserves the right to contact the references.
The evaluation of tenderers will i.a. place emphasis on experience from:
— projects with public builders,
— experience from interaction contracts in general, and particularly in early phase,
— turnkey contracts of equivalent size and/or complexity,
— engineering design and experience with the erection of buildings with innovative and appropriate use of welfare and smart house technology,
— engineering design and erection of buildings with high environmental ambitions.
2 )Sufficient capacity and suitable manpower to implement the contract:
— a statement of the tenderer's average workforce and the number of employees in the administrative management during the last 3 years,
— information about education and professional qualifications of the tenderer and the company's administrative management Annex Template competence matrix can be utilised, or tenderers can use their own form,
— a description of which parts of the contract the tenderer is considering to sub-contract out. All documentation related to Point 3.2.1 for all relevant subcontractors shall be submitted.
3) The tenderer is required to have a well functioning quality assurance system:
— certificate of the company's quality system / management system issued by independent bodies that confirms the tenderer fulfils certain quality assurance standards, for example ISO certification. The Contracting Authority will also accept other documentation.
