K4 Sotra Connection, cable route on the Sotra bridge

The background for the procurement is the Norwegian Public Roads Administration's plans for a new Sotra Connection between Bergen and Fjell municipalities and the need to free-up areas for the new road.
The existing high-voltage cables (aerial cables) are to be replaced with cables that go through cable tunnels, as well as under a bridge. The relaying includes the 132 kV Breivik-Litlesotra and 300 kV Fana-Litlesotra cables on the stretch between Breivik and Litlesotra transformer station. In order to cross the fjord, the cables must be laid in cable tunnels under the existing Sotra bridge.
This contract is for work that shall be carried out on the existing Sotra bridge.
Separate competitions have been previously announced for the delivery and drawing of the cables, as well as a previously announced competition for the construction of cable tunnels and shafts on both sides of Sotra bridge.

Egnethet til å utøve yrkesvirksomheten:
The tenderer shall be a legally established company.
Documentation requirement:
Company Registration Certificate Foreign tenderers shall instead submit equivalent.
Certificates as prescribed in the legislation of the country where the tenderer is established.
Økonomisk og finansiell stilling:
The tenderer must have good economic and financial capacity to complete the contract.

Minste nivå(er) av standarder:
The tenderer must have positive equity.
An average annual turnover of minimum 20 000 000 NOK in the last 3 financial years.

Teknisk og faglig kapasitet:
Tenderers shall have sufficient experience with assignments of a corresponding nature and degree of difficulty.

The Norwegian Public Roads Administration is cancelling the competition pursuant to the public procurement regulations § 25-4. The competition is being cancelled as the Norwegian Public Roads Administration has not received tenders from tenderers who fulfil the qualification criteria set in the competition. The Norwegian Public Roads Administration plans to announce a new competition for the same procurement shortly. The new tender documentation will include some changes to the previously announced competition.
