Oslo municipality has a basic need to be able to communicate with their surroundings. For example, by publishing positions vacant, information about construction plans, information campaigns and the equivalent.
The communications channels have developed in the last few years, particularly within digital advertising. This has created new possibilities and new ways for how Oslo municipality can communicate with their surroundings.
In order to keep up with development, Oslo municipality needs consultancy services and guidance in advertising dissemination. The aim is to reduce the municipality's total advertising costs and contribute to the municipality's own resources being utilised cost efficiently.

Kort beskrivelse:

The contract comprises advertising dissemination to all types of media, including particularly digital media, but also printed media. Advertising boards and comparable advertising platforms are also included in the contract area.

The agreement primarily comprises the following advertisement types:

— positions vacant advertisements,

— tender notices.

These advertising types currently represent the majority of the requested services within/for advertising dissemination.

For the above advertisement types, all of the municipality's businesses are obliged to undertake their purchase from the supplier the Framework Agreement is signed with. The chosen tenderer is, after ordering from the individual agency, obligated to delivery in accordance with the Framework Agreement.

The selected tenderer must also be able to cover other advertisement types, including the following:

— advertising of the municipality's services,

— advertising of the municipality as an employer (employer branding),

— advertising of events and campaigns,

— advertising of plans and different media measures.

The municipality's agencies are temporarily not obligated to use the service provider for this type of announcement.

Beskrivelse av opsjoner:

The parties' rights and obligations according to the contract, expire in one year from signing of the contract, with the possibility to extend for 1 year + 1 year + 1 year.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

Requirement 1: tenderers shall be a legally established company.

Documentation: Norwegian companies shall enclose a Company Registration Certificate. Foreign companies shall document proof that the company is registered in a trade index or register of business enterprises as prescribed by the law of the country where the tenderer is established.

Requirement 2: the Contracting Authority will require that the chosen tenderer to present a tax certificate and a VAT certificate.

Documentation requirement: The tax certificate must not be older than 6 months at the deadline for submitting a request for participation in the competition or tender.

Økonomisk og finansiell stilling:

Requirement 1: tenderers must have sufficient financial capacity to carry out the assignment/contract. The Contracting Authority will assess turnover, annual results, as well as key figures in the balance sheet.

Documentation requirement: the company's last Financial Statement including notes, the Board's Annual Reports and Audit Reports, as well as recent information of relevance to the company's fiscal numbers.

The Contracting Authority reserves the right to obtain credit ratings on its own initiative.

If a tenderer has valid reasons for not being able to provide the documentation requested by the Contracting Authority, the tenderer can document their economic and financial position with any other document that the contracting authority deems suitable.

Teknisk og faglig kapasitet:

Requirement 1: the tenderer shall have experience from equivalent assignments.

Documentation requirement: list of the most important deliveries or services performed during the past three years, including information about the value, time, and the name of the public or private recipient.

Requirement 2: the tenderer must have good ability.

A description of the the technical personnel and technical units (including any subcontractors), that the tenderer has at their disposal to fulfil the contract.
