The government has started work on reviewing measures in order to increase employment and an expert group was appointed by the government on 12.1.2018, which shall analyse the development in employment and income assurance schemes and how these cooperate towards the aim of a higher degree of employment. Knowledge of income assurance schemes in other countries would be useful for this work.

Kort beskrivelse:
The project shall examine the differences in income assurance schemes and the use of them in the Nordic countries (Norway, Sweden, Denmark, Finland and Iceland) and the Netherlands. Tenderers can choose to draw in other countries if they are assessed to have a transferable value to Norwegian conditions.

An interim report shall be submitted by the end of September 2018 and the final report by the end of April 2019.

The assignment has a cost limit of 2 000 000 NOK excluding VAT, (2 500 000 NOK including VAT). The contract period is estimated to be 1 year, subject to changes due to annual grants, professional assessments and progress. The start will be calculated from when the contract is signed (estimated to be in spring 2018) and it will end in spring 2019.

The contract is subject to an option for supplementary procurements, e.g. if the employment committee would like more countries to be included that those stated in the tender. The option can come in addition to the stated financial limit and period.

— Certificate, not older than 6 months, confirming that the tenderer has fulfilled his tax, social security and VAT obligations. If this is not possible, it can be ordered from the tax collector or the Norwegian tax administration. The certificate is electronically certified and is therefore not signed. For further information, see skatteetaten.no. The certificate shall be enclosed with the tender in accordance with the outline given in the tender documents.

Økonomisk og finansiell stilling:
Qualification requirements.
The tenderer must have sufficient economic and financial capacity to carry out the delivery, in which, amongst other things, being creditworthy without any requirement for collateral will be adequate.
Documentation requirement.
A credit rating with key figures from a certified credit assessment company or other form of documentation to demonstrate that the requirement has been met.
Teknisk og faglig kapasitet:
Qualification requirements.
Tenderers must have carried out at least 3 deliveries in the last three years with relevance for this assignment. Relevant deliveries mean evaluations, research or reviews on health related benefits in the national insurance.
Tenderers must have sufficient professional expertise and capacity.
Documentation requirement.
An overview of the 3 most important reference assignments that the tenderer has carried out in the last 3 years, together with information on the contract value, dates for delivery or execution and the name of the recipient. The descriptions shall be designed so that the Contracting Authority can actually assess their relevance.
