Oslo kommune v/ Omsorgsbygg Oslo KF

Oslo city casualty clinic shall replace the existing casualty clinic at Storgaten 40. The building shall be erect on a separate site at Aker Helsearena, nearby to the coming Aker local hospital.
Oslo city casualty clinic will have a basal area of approx. 5 200 m with 2 wings of respectively 5 and 3 floors with common ground and first floor and basement. The total gross floor area is 25 000 m.
In connection to the Oslo city casualty clinic, an underground parking facility shall be built with space for 200 cars and direct access to the central areas in the building. Gross floor area is approx. 7 000 m.
To ensure good solutions, satisfied users and the best possible utilisation of competence, the Contracting Authority wants to further develop a started preliminary project in cooperation with the contractor. This phase shall try to optimise the project as regards quality, solutions and cost. By the end of the interaction phase, the parties will be in agreement on completion deadline and fixed price for the execution phase. The implementation phase will be regulated as a general turnkey contract.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
The tenderer shall be a legally established company:
— norwegian companies: Company Registration Certificate,
— foreign companies: proof that the company is registered in a trade index or business register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers must have sufficient financial capacity to carry out the assignment.
The Contracting Authority will obtain a credit rating based on the last known fiscal figures.
The tenderer's 3 last Annual Financial Statements including notes and Annual Report.
Teknisk og faglig kapasitet:
The tenderer shall have experience from assignments of a relevant nature, complexity and scope.
The assessment will, amongst other things, but not exhaustively, emphasise experience from:
— erection of buildings with high environmental ambitions,
— cooperation or interaction between contractors, builder and engineering designers,
— larger turnkey contracts with technically complex construction.
Documentation requirement:
An Overview of the tenderer's most important, relevant deliveries during the last five years. The overview shall state:
— a brief description of the assignment / delivery,
— value of the assignment / delivery,
— contract type,
— time and location of the assignment / delivery,
— attestation from the builder, showing satisfactory performance for the primary works in the reference project,
— contact person (reference) at the recipient of the assignment / delivery with email address and telephone number.
The Contracting Authority reserves the right to contact the listed references.
A maximum of 5 reference projects shall be provided.
Environmental ambitions for the reference projects are also to be given.
Descriptions of projects is to be given by completing Annex V.2 “Template for Project Overview”.
Individual person's CVs shall not be submitted here.
The tenderer shall have a quality management system that meets the quality management standard ISO 9001 or equivalent.
The tenderer shall enclose certificates of the company's quality management system issued by independent bodies, confirming that the tenderer meets specific quality assurance standards such as e.g. ISO 9001. Quality management standards shall be based on relevant European standards that are certified by accredited bodies.

Alternatively, the tenderer can document that they have an equivalent quality management system. We request information about the system's name and a detailed table of contents that documents that system's adherence to ISO 9001 or the equivalent.
The documentation shall document:
a) the organisation’s quality policy and quality goals;
b) the work processes and work procedures that are relevant to the contract’s content.
For Point c to f, the following documentation requirements apply:
The tenderer shall document that the processes are performed through reports or extracts from the system showing performed audits. A description of the process is not sufficient;
c) method for systematic evaluation, updating and improving of the work processes (periodic audit);
d) “Scheduled management review” of the quality management system is carried out according to ISO 9001 or equivalent;
e) have a functioning system for processing deviations from the system;
f) have a functioning system for corrective measures for the system;
g) have a functioning system for preventative measures (risk analysis to ensure goal achievement).
The tenderer shall have an environment management system that fulfils the environmental management standard ISO 14001:2004/2015 or equivalent.
The tenderer shall submit certificates of the company's environmental management system issued by independent bodies, confirming that the tenderer meets specific environmental management standards, for e.g. ISO 14001:2004/2015. Refer to the EU scheme for environmental management and environmental audit (EMAS), other known environmental management system in the scheme (EF) nº 1221/2009 Article 45, and other environmental management standards that are based on relevant European or international standards from accredited bodies.
