In order to increase safety in tunnels and to maintain the ambition on the vision zero, the Norwegian Public Roads Administration would like to look at new areas and new technology from different parts of the industry, in order to make self-rescue in tunnels safer for everyone.

The Norwegian Public Roads Administration has up to 8 000 000 GBP for the development of innovative systems connected to tunnel safety.

We are looking for systems that quickly give road users a good understanding of the situation in real time when an unexpected incident has occurred in a tunnel. The use of technological systems in combination with the tunnel's other technical infrastructure shall enable road users to evacuate by self-rescue independent of the incident and their position in the tunnel.

The systems must be technologically robust, able to function in the tunnel's existing technical infrastructure and be able to see to road users' different reaction patterns in crisis situations.

Varighet: 18 måneder
Beskrivelse av opsjoner:

The contracting authority is not obliged to buy the system, but will have an option to procure the system after the partnership has ended.

Egnethet til å utøve yrkesvirksomheten:

Tax certificate.

The tenderer must have their affairs in order with respect to the payment of tax, employer contribution and value added tax (VAT).

— Tenderers must enclose a tax and VAT certificate,

— the tax certificate must not be older than six months old at the deadline for submitting a request for participation in the competition,

— foreign companies must present certificates that substantiate the fact that the tenderer has fulfilled his tax and duty obligations.

The tenderer shall be registered in a company register, professional register or a trade register in the state where the tenderer is established.

— Tenderers must attach the following documentation:

—— Norwegian tenderers: company registration certificate.

—— foreign companies: verification that the tenderer is registered in a company register, professional register or a trade register in the country where the tenderer is established.

Økonomisk og finansiell stilling:

The contracting authority will obtain a credit rating from Experian.

If there is doubt or a need, the contracting authority can obtain the accounts from the last 3 years.

Minste nivå(er) av standarder:

Tenderers must have sufficient financial capacity to fulfill the contract.

Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.

Teknisk og faglig kapasitet:

Tenderers must describe up to 3 of their most relevant assignments in the last 3 years. If it is necessary to ensure sufficient competence, the contracting authority can also emphasise reference assignments that the tenderer carried out more than 3 years ago.

The description must include:

— what the assignment involved and what was developed,

— the extent and complexity of the development process,

— a description of the project's challenges and risk management,

— the assignment's value,

— date for the implementation of the assignment,

— the recipient of the assignment (name, contact person, telephone number and email address) and contact information for any cooperation partners,

— what roles and responsibility the tenderer had in the assignment, etc.

Tenderers can document experience by referring to competence and experience in the personnel they have at their disposal and can use for this assignment. This applies even if the competence and experience was gained whilst the personnel carried out the service for another supplier.

If a tenderer documents experience by referring to personnel that he has at his disposal, he must document in writing that he can use the personnel in question, for example, by a cooperation contract or a commitment statement.

Tenderers must have experience and competence from research and development, including the development and implementation of innovative systems.

The reference assignments' relevance in light of the contracting authority's description of needs will be weighted 50 %.

The tenderer's execution of the reference assignments, when it comes to both process and the final result, including handling the assignment's challenges, risk management, etc. will be weighted 30 %.

The assignment's complexity (including the technology, the actual process, etc.) will be weighted 20 %.
