Bergen municipality has been granted resources from Innovasjon Norge to enter into 1 or more innovation partnerships, with the intention on developing new and innovative systems for the municipality's buildings and properties.
The project is connected with the following collaborating entities and organisations: Oslo municipality c/o Omsorgsbygg, Trondheim, Bærum, Sandnes, Drammen, Kristiansand, Fredrikstad, Tromsø, Lørenskog, Kongsberg, Askøy, Voss, Os, Fjell, Lindås, Sund, Øygarden, Meland, Radøy, Fusa and Statsbygg. These will have procurement options together with Bergen municipality in the innovation partnership.

The Contracting Authority and all collaborating municipalities (cf. the tender documentation, Section 1.1) have a unilateral option to procure the system that is developed in the innovation partnership. The estimated contract value takes all these procurement options into consideration.

Objektive kriterier for å velge det begrensede antallet kandidater:
The Contracting Authority would like to qualify established companies with a lot of relevant experience, but is also sees a need to open the competition for those who have less experience and for newly established tenderers, for example, within entrepreneur environments. If there are more than 10 (ten) tenderers who fulfil the minimum qualification requirements, the Contracting Authority will reserve at least 2 (two) and maximum 4 (four) places in the competition for those with less experience and newly established companies. The remaining places will be reserved for companies with more experience. This presumes that at least 2 to 4 companies register who fulfil the minimum requirements for technical and professional qualifications. The assessment of whether a company is established or newly established will be made on the basis of the key persons' relevant experience, cf. the documentation requirements for the company's technical and professional qualifications, bullet point 8 (overview of key persons' relevant experience). A company will be considered to be newly established when most of the offered team's relevant experience is only from the last 3 years (calculated from when the application deadline expires). This means, for example, that a company that was recently registered in the unit register can still be well-established, as the key persons have solid and long-term experience from work in other companies.

If there are more than 10 (ten) tenderers who fulfil the minimum qualification requirements, the contracting authority will rank the tenderers according to the following selection criteria:
— the assignment's relevance in light of Bergen municipality's needs description,
— the assignment's extent and complexity, including any technical complexity, complexity in the process, interested party environment, target groups, customers, other interested parties, the assignment's challenges, risk picture (financial and as regards goal achievement), risk management and risk limiting measures,

— the developed system's results, both those that can be documented and future.
