The work shall be executed close to other settlement (Sundheimen nursing home and flats for psychiatric flats). The contractors must take this into consideration in regards to planning, operation, security, noise, environmental aspects, etc.

V01 — Plumbing installations including sanitary, heating, cooling and sprinkler installations for 20 sheltered accommodation flats with the accompanying communal areas. In addition a pipe system shall be delivered for any future removal of radon gas. A rock heat pump plant shall cover the building's basic need, whilst an electrical boiler will cover peak loads. The plumbing contractor will be responsible for the drilling and plumbing work for the energy wells. The heat pump plant shall supply the underfloor heating system that will cover the ground and first floors, ventilation heating and tap water heating. The heat pump system shall be able to prioritise heating tap water, so that the highest possible amount of energy consumption for heating hot water can be obtained from the heat pump. It shall be possible to use free-cooling from the drill holes for ventilation cooling.

V02 — Air treatment plant consisting of a balanced ventilation installation for the entire building, as well as some minor extraction systems for kitchen ventilators and the medicine room. One aggregate placed in the technical room in the basement will ventilate the entire building. The “pull-out” system will be used as the fire strategy for the ventilation installations. A bypass shall be assembled passed the aggregate and smoke fan on extraction/rejection. Channels shall not be insulated against fire, as all the channel fees have sprinklers (see the fire concept).

A) Tenderers must have their affairs in order with respect to the payment of tax, employer contribution and
VAT.
Documentation requirement:
Tax certificates not older than 6 months calculated from the tender deadline. A Tax Certificate is defined as:
For Norwegian tenderers:
— Tax and VAT certificate issued by the tax office via Altinn.
For foreign tenderers:
— foreign tenderers must submit equivalent certificates from their own country that show that they have an arrangement for the payment of taxes and duties. If the authorities in the relevant country do not issue these certificates, the tenderer should submit a statement which states that all taxes and duties have been paid. The statement shall be approved and signed by the tenderer's Financial director/person responsible for finance.

B) Tenderers shall be a legally established company:
Norwegian tenderers:
— Company Registration Certificate.
Foreign tenderers:
— confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.
A) The tenderer shall have sufficient financial strength to be able to fulfil the contract.
Documentation requirement:
The tenderer's Annual Financial Statements including notes with the Board's and auditor's reports from the last 2 years.
If the Annual Financial Statements for the last year are not finished before the tender deadline for this contest expires, the last year's preliminary annual accounts should also be attached.
The Contracting Authority reserves the right to carry out a credit assessment from Experian.
Financial strength is evaluated in relation to turnover, operating profit margin, solidity and liquidity.
The tenderer may choose to rely on other companies’ capacity to fulfil the requirement for the tenderer's economic and financial position. If that is the case the tenderer must:
— document available HR at the company(ies) the tenderer expects to rely on, and
— verify that the necessary HR are available in the contract period, by e.g. presenting a statement of liability, guarantee, agreement on co-operation, etc.
This applies regardless of the legal nature of the connection between the companies, i.e. that the supporting companies can either be the tenderer's parent company, another company in the same group, a collaborating partner etc.
A) The tenderer must have adequate implementation capabilities.
Documentation requirement:
A short, general description of the company shall be given, including:
— an account of the company’s business concept and core competencies related to the scope of the delivery,
— an overview of the company’s history, organisation and ownership, as well as a description of the current business activities,
— description of how the service provider is organised for the execution of this contract,
— a concise description of the overall quality assurance system that the supplier will apply in carrying out this contract must be given.
The tenderer may choose to rely on other companies’ capacity to meet the technical and professional qualification requirements. If that is the case the tenderer must:
— document available HR at the company(ies) the tenderer expects to rely on, and
— verify that the necessary HR are available in the contract period, by e.g. presenting a statement of liability, guarantee, agreement on co-operation, etc.
This applies regardless of the legal nature of the connection between the companies, i.e. that the supporting companies can either be the tenderer's parent company, another company in the same group, a collaborating partner etc.
B) The tenderer shall have good experience from similar assignments.
Certificates from similar assignments during the last 5 years. The certificates should be signed or confirmed in writing by the Contracting Authority for the different deliveries, and as a minimum shall include:
— a brief description of the assignment,
— time of execution,
— scope of the assignment in monetary amount,
— name, and telephone number of the reference person at the Contracting Authority.
If it is not possible to acquire signed or verified attestations, the tenderer shall provide a list of all relevant assignments with descriptions according to the above points.
The Contracting Authority must have the possibility to contact the contact persons who are listed.
C) The tenderer shall respect the fundamental human rights and labour rights.
Substantiated by signing Annex 4 — the self-declaration regarding compliance with the eight fundamental ILO conventions.
