Bergen kommune
Bergen kommune shall perform residential and service offers for two refugees. The municipality therefore wants to procure such a residential and service offer.
Both of the refugees currently live in a reinforced 24 hour manned asylum seeker reception in Nannestad and Tromsø. Procurement of the residence is desired as soon as possible.
The agreement will be an ongoing agreement that can be cancelled under certain terms.

The residential and service offer shall be adapted for users who need assistance to create safety, structure and content in the everyday. Training of ADL skills, activation, handling and preparation of Individual Plans (IP) and crisis plans shall be facilitated. The users also need follow up in regard to nutrition and daily activities.

It has occurred that previous users have been disruptive to employees. The personnel must therefore become familiar with the users’ reaction patterns as they can swing quickly between being reasonable to having throughout of harming others. One of the users was previously convicted for violence.

User 1:
Man born in 1997. He is from Somalia. He has lived in Norway since 2014 and was granted a residence permit in December 2016. He has no family in Norway. He prefers English to Norwegian and things are going well in the residence. DPS has used a Somalian interpreter.

Man born in 1996. He is from Syria. He has lived in Norway since October 15 and was granted a residence permit in July 2016. He has two brother, one residing in Bergen and one in Oslo. He has little knowledge of Norwegian, but masters English well and his native language is Arabic.

Manpower.
We anticipate the need for a combined personnel resource of four persons day and night. It has been assessed that the night watch requires two guards to be awake. A minimum of one employee on each watch must have the competence to dispense medication. There shall at all times be a minimum of one male employee on watch.
