Kragerø kommune

Kragerø kommune, hereafter called the Contracting Authority, hereby invites tenderers to a competition with negotiation for the award of a leasing contract for new offices in central Kragerø [Kragerø sentrum]. Kragerø kommune does not want to build and own such premises, but will enter into a leasing contract with the tenderer.
The office is a co-location of Kragerø kommune’s municipal areas of Community, and Children and Adolescent activities.
The competition concerns the leasing of premises for Kragerø kommune, for the activities that are at any given time relevant.
It is Kragerø kommune that will enter into the lease agreement, but NAV consists of a government section and a municipal section, and everything shall be included in the competition.
The Contracting Authority reserves the right that the need for functions can change.

Requirement:
The tenderer must be a legally established company.
Documentation:
Foreign tenderers must prove that the company is registered in a professional register or business register as prescribed in legislation in the countries where the tenderer is established.
Økonomisk og finansiell stilling:
The tenderer's economic and financial capacity.
Requirement:
Economic solidity to implement the contract is required.
Documentation:
— The tenderer's annual financial statements, annual report and audit report for the last 3 years and recent information which is of importance to the tenderer's fiscal figures. Annual Financial Statements, Annual Reports and Auditors Reports, means that which Norwegian companies send to the Brønnøysund Register Centre.

Teknisk og faglig kapasitet:
Technical and professional qualifications of the tenderer.
Requirement:
The tenderer shall have satisfactory technical and professional qualifications to implement the contract.
Documentation:
1) Competence:
The tenderer shall prepare a description of the tenderer’s organisation and competence matrix for each of the individual areas of responsibility/professional areas.
2) Experience from similar assignments.
Tenderers must provide the most relevant assignments from the last 5 years, including their values, time frames and recipients. It shall specifically describe:
— which projects the tenderer may have both developed and is the long-term operator of,
— which similar projects may have been implemented.
The name and email address of a reference person at the recipient must be provided for each of these projects, including tenants. It may be necessary for the contracting authority to contact the reference persons provided.
A good, efficient quality assurance system is required.
— A statement of the service provider's quality assurance/ management system to ensure that the assignment is carried out in a most efficient and purposeful manner, including systems to ensure protection of interdisciplinary environment and climate requirements.

The tenderer shall have established an environmental management system, i.e. A system that controls how tenants safeguard environmental considerations.
— A brief description, (max. one A4 page) of the environmental management system.
— Overview of the system’s primary 10 procedures to safeguard environmental considerations.

If the Contracting Authority receives application for participation in the competition from more than five qualified applications, the contracting authority will select which of these shall be invited to participate in the competition. The selection will occur based on the Contracting Authority’s evaluation of who of the qualified tenderers best fulfils the requirement for experience from equivalent assignments.
