The tenderer shall have orderly conditions in relation to payment of tax, payroll tax and VAT. Tax and VAT certificate: the certificate shall not be more than 6 months from the deadline for receipt of tenders. The certificate can be obtained electronically from Altinn. For further information, see Skatteetaten.no.

For foreign tenderers:

Foreign tenderers must submit equivalent certificates from the country of origin, that substantiate that payment of taxes and duties is in order. If the authorities in the relevant country do not issue such certificates, the tenderer shall submit a statement which verifies that all taxes and duties have been paid. The declaration shall be approved and signed by the tenderer's Financial Director / person responsible for Finance.

Økonomisk og finansiell stilling:

Tenderers must have sufficient financial capacity to fulfil the contract. Solidity rating from a certified credit rating company, based on the last accounting figures.

The key figures in the accounts must be presented together with an assessment of the tenderer's payment history,

Annual accounts for the last 2 years. These must contain notes, the board's report and auditor's report.

Teknisk og faglig kapasitet:

An overview and a short description of the qualification requirements:

1. Requirement: Tenderers must have sufficient capacity and competence to provider the requested services. Documentation requirement: A description of the tenderer´s qualified personnel that the tenderer can use for fulfilment of the contract. Tenderers must confirm that they have a minimum of one extra senior resource with equivalent competence and experience in addition to the dedicated resources, cf. point 9 in the tender documentation;

2. Requirement: Experience from similar assignments is required — reference projects. Tenderers must have good experience from the execution of equivalent deliveries/comparable assignments for each discipline. Relevant assignments can be, for example: Schools / nurseries, nursing homes, sports halls, buildings and infrastructure belonging to or equivalent to municipal property. Tenderers shall be able to demonstrate experience in the use of BIM, but does not need experience with this in all disciplines in order to be qualified. Documentation requirement: A list with an overview and description of the tenderer's 1-3 most relevant assignments in the last 3 years for each discipline. The list/description must, as a minimum, include: The name of the customer / recipient, the extent of the assignment, a description of the company´s role, the assignment´s value, the delivery date and a short description of the delivery. It is the tenderer´s responsibility to document relevance through the description. The enclosed template for references shall be used. See part I, annex 5. The same reference can be provided for several disciplines if the tenderer can demonstrate relevant participation;

3. Requirement: Quality assurance: Tenderers must have systems for quality assurance. Documentation requirement: Documentation must be given in one of the following ways: Alternative 1: A description of the company's procedures for quality management, with emphasis on quality assurance, resource management, management´s responsibility, and continuous analysis and improvement. Alternative 2: If a tenderer holds ISO 9001:2000 certification or the equivalent, this can be enclosed;

4. Requirement: Technical qualifications. Tenderers must have qualifications that are equivalent to those required for central certification in development class 2 in the certification classes 'Applicant' and 'Engineering Designer' for the areas that an application for qualification is submitted. Documentation requirement: The documentation must be given in one of the following ways: Alternative 1: Documentation of central certification in development class 2 for the discipline in question,

Alternative 2: Alternative documentation that substantiates that the tenderer has the required and relevant professional qualifications for implementing measures as an ‘engineering designer’ and ‘applicant in development class 2 for the relevant disciplines;

5. Requirement: Describe routines for professional updating. Tenderers must have routines for updating competence in their skilled workforce within, for example, constructional engineering regulations, Norwegian Standard´s contracts and relevant branch standards. Documentation requirement: Tenderers are asked to submit a brief description of professional updating and competence raising.
