The station network is in under constant development and there is an ongoing need for the procurement of new weather stations and supplementing / replacement of individual sensors.

… therefore wants to enter into a Framework Agreement for the purchase of weather stations with an option on service and maintenance agreements for these weather stations.
During the Framework Agreement period it is anticipated that the Norwegian Public Roads Administration will purchase approximately 120 new weather stations. Exact numbers and scope will depend on the budget in the region.
The exact outfitting of meter values / sensors on the new weather stations will vary and will be specified in each individual procurement. Expansion of the weather stations has been planned for a number of ferry quays and approx. 50 of the new weather stations can therefore have a limited number of meter values (primarily wind). There is also a need for a small number of individual sensors for control of weather stations on location (primarily air temperature, relative humidity and wind) and these sensors shall be connected to a separate display for reading of meter values to be compared with the weather station’s meter values. This will be specified in each individual procurement.

Option for the Contracting Authority to extend for a further 2 years, 1 year at a time.
Beskrivelse av opsjoner:
The Norwegian Public Roads Administration shall have the option to enter into a service and maintenance agreement for the weather stations that will be purchase in the Framework Agreement.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
The tenderer must be in an orderly situation in terms of payment of tax, employer's National Insurance contributions and value-added tax.
Norwegian tenderers shall confirm that they fulfil their tax, payroll tax and VAT obligations.
Tenderers shall confirm that they comply with this requirement when submitting their tenders.
Tenderers must present the following documentation proof if requested by the Contracting Authority.
Certificate that are not older than six (6) months when calculated from the expiry of the tender deadline.
Foreign companies shall present certificates that substantiate the fact that the tenderer has met the obligations in relation to the payment of tax and duties.
The tenderer must be a legally established company.
Norwegian tenderers: Company Registration Certificate.
Foreign companies: Documentation proving that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
The Contracting Authority will obtain a credit rating from Experian. In order to be qualified tenderers must be assessed as credit worthy from a point score. In case of any doubts or need, the last 3 years accounts will be assessed in addition.
Minste nivå(er) av standarder: Tenderers must have the financial capacity to implement the contract.
Teknisk og faglig kapasitet:
Tenderers shall confirm that they comply with this requirement when submitting their tenders.
Tenderers must present the following documentation proof if requested by the Contracting Authority.
Tenderers shall enclose a list of the most important relevant assignments and services performed during the last 3 years, including information about the value, dates, a brief description of the assignment, as well as the name of the public or private recipients with reference person.

A minimum of 2 (maximum 5) reference assignments must be provided.
In addition to the documentation that the tenderer has submitted, the Contracting Authority may emphasise its own documented experience with the tenderer.

The tenderer shall have carried out assignments of the same nature and degree of difficulty in equivalent climatic conditions.
