Framework agreement temporary staff services

Fredrikstad Kommune

Fredrikstad kommune hereby invites tenderers to a competition for entering into a framework agreement regarding the procurement of temporary staff services.
The framework agreement shall cover the contracting authority’s need for external temporary staff due to short and long-term sick-leave, holiday leave, absence due to approved leave, courses etc.
The agreement shall cover the municipality’s extraordinary needs where the municipality cannot supply their own temporary staff employed by the municipality.
The procurement is divided into three categories that are each evaluated individually. Tenders can submit tender offers on one or more categories. Tenders cannot be conditional on award in multiple categories.
Category 1: Educational personnel;
Category 2: Health personnel;
Category 3: Office/commercial personnel.
The contracting authority will enter into parallel framework agreements with three tenderers in category 1 and category 2 assuming that there are a sufficient number of acceptable tender offers received.
In Category 3, the contracting authority will enter into a contract with only one tenderer.
