Framework agreement — spring cleaning and on-call temporary staff

Randaberg Kommune

The framework agreement shall cover the Contracting Authority's need for spring cleaning 6 nurseries and 3 before-and-after-school care premises once a year. In addition, the contract shall cover the need for on-call temporary staff for cleaning services in our entities, primarily for cleaning in health and education premises. The on-call temporary staff under the contract shall only relieve the Contracting Authority's own cleaning personnel when there are unforeseen capacity challenges, e.g., unplanned sickness absence or staff holidays. We also need clearing services and final cleaning of municipal housing.

A: Requirement: Tenderers shall be a legally established company.
B: Documentation: Tenderers must present the following:
Norwegian companies: Company registration certificate from the Brønnøysund Register Centre.
Foreign companies: Registration certificate in a professional register as determined by legislation in the country where the tenderer is established.

B: Documentation: The Contracting Authority will itself investigate whether a tenderer is a certified cleaning company. If a company is not certified, an application must be presented that shows the date it was submitted, with a copy of the application´s annex.

Økonomisk og finansiell stilling:
A: Requirement: Tenderers shall be credit worthy, have settled financial conditions and the financial capacity to fulfil the contract.
B: Documentation: A credit rating will be obtained from Experian Norge as documentation. If sufficient information is not registered at Experian Norge, the tenderer must himself document that the requirements are fulfilled.
Teknisk og faglig kapasitet:
A: Requirement: Tenderers shall have experience from at least 3 relevant assignments as described in this document, as regards scope and complexity. This is to include both spring cleaning and on-call temporary staff services for, amongst others, health and education.

B: Documentation: Tenderers must present a list of the most important relevant assignments in the last 3 years, including information on the assignments (brief description), values, dates and names of customers. Based on the list, the tenderer shall state names and e-mail addresses of contact persons for the 2 most relevant assignments. The references will only be contacted if required.

B: Documentation: As documentation the tenderer shall enclose certificates for the company's quality assurance system/quality management system, issued by independent bodies that confirm that the tenderer meets approved quality assurance standards such as ISO 9001:2008 or the equivalent. The Contracting Authority will also accept other documentation that verifies that the tenderer has a well-functioning system for quality assurance, adapted to the assignment's nature and extent.
