Framework Agreement Regarding the Procurement of Light Sources

Sola kommune

The Framework Agreement includes the delivery of light sources for operation and maintenance for buildings and houses in the municipalities. E.g. schools, nurseries, residential and activity centres, nursing homes, dental clinics, swimming pools and sports halls, office buildings, churches, culture centres, municipal leasehold flats (communal areas), maternal and child health centres, etc. The Contracting Authority has separate Framework Agreements for electro services and material thereof, where light sources are included in the new installations. The Framework Agreement will have a duration of more than 1 year, with an option for the Contracting Authority to extend the agreement with a further 1 year + 1 year + 1 year. Thus the total maximum contract duration is 4 years. The options will be automatically taken up unless the Contracting Authority gives notification otherwise at the latest 3 months before the contract or option year expires. The contract is expected to be initiated 1.2.2019.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement #1: the tenderer shall be a legally established company.
Documentation:
— norwegian companies: company registration certificate,
— foreign companies: documentation proving that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.
Requirement # 2: the tenderer's tax and VAT payments shall be in order.
—norwegian companies: Tax and VAT certificate, not older than 6 months calculated from the tender deadline (https://www.altinn.no/no/Skjema-og-tjenester/Etater/Skatteetaten/Attestbestilling/)
— foreign companies: certificate issued by the relevant authority in the tenderer’s home state, confirming that the company has met their obligations regarding tax and VAT payments. The certificate shall not be more than 6 months old when calculated from the tender deadline expiry.

Økonomisk og finansiell stilling:
Requirement #1: the tenderer shall have setteled financial conditions and the financial capacity to fulfil the contract.

— the Contracting Authority will obtain the credit rating Commercial Delphi Score from Experian as documentation. The tenderer must as a minimum achieve a rating of “Credit worthy”, i.e. the tenderer must be in risk classification 5 or higher on the Experian scale,

Teknisk og faglig kapasitet:
Requirement # 1: the tenderer must have experience from assignments of relevant nature, scope and complexity.
Documentation: a list of the most important, relevant assignments in the last 3 years, including information about:
— contract value,
— what is included in the assignment (key words),
— period for the delivery,
— reference person (name, telephone, email).
Requirement # 2: Tenderers shall have a well-functioning quality assurance/management system for the services that shall be provided.
Documentation:
— a certificate for the tenderer´s quality assurance/management system, issued by independent bodies that confirm that the tenderer fulfils recognised quality assurance standards (ISO 9001:2015 or equivalent),
— the Contracting Authority will also accept other documentation that demonstrates that the tenderer has a well-functioning system for ensuring quality, customised to the nature and scope of the assignment. As a minimum,the tenderer must present a general description of the contents of the system including an overview of control plans and check-lists that are relevant for this assignment.
