Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement 1: Tenderers must have their tax, employer contribution and VAT payments in order.
Documentation requirement: Tax and VAT certificate.
The certificate must not be older than 6 months from the tender deadline. The certificate can be obtained electronically via Altinn. For further information, see: www.skatteetaten.noskatteoppkrevjarkontoret
Requirement 2: Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Documentation requirement: Norwegian tenderers:
— Company Registration Certificate.
Foreign tenderers:
— Confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.
Økonomisk og finansiell stilling:
The tenderer must have sufficient economic and financial capacity to comply with the contractual terms.
Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
Minste nivå(er) av standarder:
The tenderer can substantiate the economic and financial position by presenting any document that the contracting authority can accept. E.g. credit rating not older than 6 months from the tender deadline, issued by an approved credit rating agency, annual accounts for the previous 3 years with auditor's reports and notes, or relevant guarantees.

Teknisk og faglig kapasitet:
Requirement 1: Delivery capacity.
Tenderers must have sufficient delivery capacity and qualifications. Tenderers shall have a minimum of three employees.
Requirement 2: Experience from similar assignments is required — Reference Projects.
Tenderers must have good experience from the execution of equivalent deliveries/comparable assignments.
Requirement 3: Quality assurance.
Tenderers must have a system for quality assurance.
Requirement 4: Technical qualifications.
Tenderers must have qualifications that are equivalent to what is required for central certification in development class 3 in the certification area “applicant” and “engineering design” for the areas in which qualification is being sought.
Minste nivå(er) av standarder:
Requirement 1: A description of the technical personnel that the tenderer or technical units will use for fulfilment of the contract.
Requirement 2: A list containing an overview and description of the tenderer's up to 3 most relevant assignments in the last 3 years.
The list/description shall, as a minimum, contain:
— Name of the customer/recipient.
— A brief description of the delivery.
— Date of the assignment.
— The assignment´s value.
— Contact person for the individual delivery, as well as telephone number and email address.
It is, however, the tenderer's responsibility to document relevance through the description.
Requirement 3: Documented in one of the following ways:
Alternative 1: A description of the company's routines for quality assurance, with an emphasis on quality assurance, resource management, management´s responsibility and continual analysis and improvements.
Alternative 2: If a tenderer holds an *ISO 9001 certificate or equivalent, this can be enclosed.
Requirement 4: The documentation shall be given in one of the following ways:
Alternative 1:
Documentation verifying central certification for development class 3 for the relevant profession.
Alternative 2:
Alternative documentation showing the tenderer's required and relevant professional qualifications for implementing measures as an “engineering designer” and “applicant” in development class 3 for the relevant disciplines.
Kontraktutførelse
Vilkår for kontraktoppfyllelse:
SSA-R with annexes generally apply for the framework agreement, whilst NS-8402 will apply for the individual call-offs under the framework agreement.
