The contracting authority requests tenders for manpower services. A framework agreement shall be signed with one tenderer. The Norwegian Public Roads Administration comprises the Directorate of Public Roads, which is the organising body, as well as six regional units. The contract shall be used by all departments/section included in NPRA, the Directorate of Public Roads and the other operational units. The contract shall apply for short-term and long-term assignments.

The aim of the contract is to enter into a framework agreement with one tenderer for the hire of manpower services for the entire NPRA organisation.
The temporary staff service is currently covered by local framework agreements for each region and the Directorate of Public Roads. Each contract has different expiration dates. This framework agreement must therefore be phased inn for each geographical area gradually and in accordance with each expiration date.

The Contracting Authority has a further option to extend the contract for 1 + 1 year, thus the total possible contract length is 4 years.

HSE self-declaration
Tenderers shall meet the requirements of Norwegian legislation with regard to health, safety and the environment.
Tenderers shall confirm that they comply with this requirement when submitting their tenders.
Tenderers must present the following documentation proof if requested by the Contracting Authority.
Tenderers shall enclose a completed and signed HSE self-declaration. The self-declaration shall be signed by the general manager and a representative of the employees.
The tenderer must be a legally established company
Norwegian tenderers: Company Registration Certificate.
Foreign companies: Documentation proving that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers must have the financial capacity to implement the contract.
The contracting authority will obtain a credit rating from Experian. In order to be qualified tenderers must be assessed as credit worthy. In case of any doubts or need, the last three years accounts will be assessed in addition.

Teknisk og faglig kapasitet:
Tenderers shall have good experience with manpower services and shall have experience with providing equivalent services.
Tenderers shall confirm that they comply with this requirement when submitting their tenders.
Tenderers must present the following documentation proof if requested by the Contracting Authority.
Tenderers shall enclose 2-3 of the most important relevant assignments and services performed during the past 3 years, including information on date and time, a brief description of the assignment, as well as the name of the public or private recipients.

Tenderers shall have sufficient capacity and implementation ability.
The tenderer must give an account of how sufficient capacity shall be ensured for providing temporary staff services for the NPRA organisation.
Among other things, a staffing plan should be submitted for the assignment, showing the number of employees, hired persons, etc.
In addition to the documentation that the tenderer has submitted, the contracting authority may emphasise its own documented experience with the tenderer.
