Grimstad Municipality, hereafter called the Contracting Authority, hereby invites tenderers to an open tender competition for the procurement of:
Framework Agreement for the procurement of new electric cars for municipal activities, in accordance with the terms in the competition documents. The Framework Agreement will be awarded to 1 tenderer. Orders (call-offs) will be made on the Framework Agreement for the procurement of the vehicles that the Contracting Authority needs in the contract period.

The Framework Agreement is for the procurement of up to 15 electric cars, with an option for a further 15 electric cars. It is up to the Contracting Authority to decide the number of electric cars that will be procured and the tenderer cannot advance a claim against the Contracting Authority if the Contracting Authority does not procure all 15 electric cars. More electric cars could be procured, there can also be supplements with other electric cars if needed, limited at the announced contract value.

Beskrivelse av opsjoner:
Option 1: The Contracting Authority shall have an exclusive right, but not a duty, to procure up to 15 cars, equivalent to type A, at the same price and on the same contract terms as in the signed Framework Agreement.
Option 2: The Contracting Authority shall have an exclusive right, but not a duty, to procure other electric car models if the Contracting Authority has a concrete need to supplement with other electric cars in the contract period.

Egnethet til å utøve yrkesvirksomheten:
Requirement:
Company Registration Certificate: The Tenderer shall be a legally registered company.
Documentation Requirement: The Tenderer shall enclose a certificate of registration in the branch register or company register as determined by the legislation in the country where the tenderer is established, e.g. the Brønnøysund Register Centre.
Økonomisk og finansiell stilling:
Requirement:
Tax Certificates: Tenderers shall not have significant unsettled obligations regarding the payment of taxes and duties.
Documentation requirement: Tenderers shall present a VAT and tax certificate. The certificate must not be older than 6 months from the deadline for receipt of tenders.
Minste nivå(er) av standarder:
Tenderers must have sufficient economic and financial capacity to fulfil the contract.
The following subcriteria must be fulfilled:
Subrequirement 1: Minimum turnover. Tenderers must, in the latest 3 financial years, have a minimum annual turnover of 24 000 000 NOK excluding VAT per annum.
Documentation requirement to fulfil subrequirement 1: Tenderers must enclose a self-declaration that confirms that the annual minimum turnover requirement has been met in the last 3 years.
Subrequirement 2: Tenderers must be credit worthy and achieve a minimum level of “Decision Score 3” in the Contracting Authority's credit analysis tool www.bisnode.no
Decision Score calculates the probability of irrecoverable losses such as; commencement of bankruptcy proceedings, forced liquidation, insolvency and any complusory composition in a company 12 months into the future.
Documentation requirement to fulfil subrequirement 2: The Contracting Authority will analyse the tenderer's credit worthiness itself. The analysis will be based on the last available financial year that is in the analysis tool.
Other information on the minimum requirement:
The Contracting Authority reserves the right to assess other documentation that can document that the requirement is met.

Requirement:
Quality assurance: Tenderers must have a proper quality assurance system for the implementation of the contract.
Documentation requirement: Tenderers must enclose a description of the Tenderer's quality assurance measures.
Kontraktutførelse
Vilkår for kontraktoppfyllelse:
Tenderers shall provide the service as it is described in this Framework Agreement.
The Framework Agreement means this general contract text and annexes.
The Framework Agreement is for the procurement of up to 15 electric cars. The Contracting Authority will decide the number of electric cars that will be procured and the tenderer cannot advance a claim against the Contracting Authority if the contracting authority does not procure all 15 cars. More electric cars could be procured, there can also be supplements with other electric cars if needed, limited at the announced contract value.
