Hammerfest and Kvalsund are municipalities in West Finnmark. The region has had strong development in recent years, mostly based on the establishment of gas extraction from the Snøhvit field, but many other projects have also contributed to this. Further strong growth is expected in the coming years, with the construction of a new hospital, the establishment of higher education, mining and the construction of a new airport being central driving factors. The 2 municipalities are now in a merger process, which will be completed 1.1.2020. The merged municipality will then be called Hammerfest and the Contract must be able to be continued by the new municipality. In order to take care of the growth, area plans shall be prepared (detailed, area and sub-plans), as well as relevant theme plans and reviews for both municipalities until they merge. Together these shall allow the development of housing, infrastructure, commercial activities, etc. in order to ensure development in the region.
