Nedre Eiker municipality invites tenderers, on behalf of Drammensregionens IKT (hereafter called D-IKT), to an open tender contest for a framework agreement for 2+1+1 years for consultancy services for EPiServer CMS: Operation, maintenance and development of existing and new systems, as well as licences.

A new framework agreement shall be signed for the operation, maintenance and development of websites on EPiServer CMS.

When signing the framework agreement, the contracting authority would like to have the same tenderer for operation, maintenance, development and licences for EPiServer.

It will, however, be necessary to continue the maintenance contract with Sem og Stenersen Prokom for specific modules on both the Intranet and the old website for Drammen municipality, (which is partially available on the internet). A possible new supplier must, therefore, cooperate with SSP for the maintenance of these systems, in order to meet the availability and functionality requirements and to avoid version conflicts. The systems listed below shall be taken over:

Maintenance of licences on the intranet shall also be included in the framework agreement, but consultancy services for the operation and development of the intranet is not included in the framework agreement. In addition we have:

Episerver Find.

Operation of Episerver Find is carried out by another contract partner. Management and operation.

The contracting authority currently hosts the system itself. This can change during the contract period. (VMWare /Windows). Besides the Intranet and Episerver Find and three old sites that are on their respective servers, all the systems are on load-balanced operation and stage servers and a test server. The framework agreement will include consultancy services for the development of systems, in addition to licences, operation and maintenance. The contracting authority has separate framework agreements for strategy, UX design, service design and content. The framework agreement supplier must provide development consultants who cooperate with the contracting authority´s other suppliers and have internal project managers for development projects, who run the projects from the order to the development and delivery of the completed project/product/service. The contracting authority has separate contracts for general project management. The websites use different types of integrations covered by a separate framework agreement. The owner of the EPiServer CMS framework agreement will be responsible for their part of the integrations and must cooperate with D-IKT and other suppliers on integrations. The procurement´s contract value/volume is estimated to be 5 000 000 NOK excluding VAT over the contract period, without this representing any actual procurement obligation.
