Asylum seekers in government reception centres receive start packages with kitchen equipment (hereafter called 'kitchen packages') when they move to an ordinary reception centre after their arrival phase has ended. Asylum seekers in ordinary reception centres do self-housekeeping and prepare their own food according to their wishes. They need basic kitchen equipment and tools for this.
The framework agreement cover UDI´s need for kitchen packages in normal refugee arrivals and possible for emergencies with higher numbers of refugee arrivals.
The Norwegian Directorate of Immigration has ordinary reception centres nationwide.
UDI shall enter into a framework agreement with one tenderer for deliveries of kitchen packages.

Asylum seekers in government reception centres receive start packages with kitchen equipment (hereafter called 'kitchen packages') when they move to an ordinary reception centre after their arrival phase has ended. Asylum seekers in ordinary reception centres self-cater and prepare their own food according to their wishes. They need basic kitchen equipment and tools, crockery and cutlery for this. Single adult asylum seekers and families of up to two persons who are to be housed in an ordinary asylum reception centre with self-catering, receive a kitchen package — the Basic Package. Families of 3-4 persons receive an additional package in addition — the Additional Package. Families of 5-6 persons receive 2 additional packages, etc. Almost all asylum seekers in ordinary reception centres will receive a kitchen package. The kitchen packages shall consist of a storage box that shall house all the products in the stated amounts.

The need for kitchen packages will vary and will be decided by prognoses that are prepared by UDI 4 times a year of the expected numbers of asylum seekers. The prognosis for 2018 is 3 000 asylum seekers. Based on historical consumption, the extent of the procurement is estimated to be between 5 200 000 NOK — 13 000 000 excluding VAT over 4 years. The need for kitchen packages will be affected by the number of asylum seekers in the contract period, which can vary from year to year.
