Haugesund municipality invites tenderers to a competition for a framework agreement for transport services. Haugesund municipality will procure transport services and the delivery is split into three separate parts:
1) Driving pupils to and from schools;
2) Various municipal assignments. Driving users connected to the municipality's day centres, residential and treatment centres etc. Driving employees on assignments, as well as driving elderly users to and from doctors etc;
3) Driving buses on excursions and trips. Driving pupils, nursery children, municipal users, municipal employees etc. i minibuses and coaches. Tenderers can choose to submit a tender for one or more of these 3 parts.

2) Driving during school hours
This is transprot that fall outside the county's responsibility (Guidelines for School Transport), which is granted after a municipal decision. The transport expenses are entirely pure expenses for the municipality.
The municipality needs school transport due to a dangerous road during the school year (the transport that the municipality pays for). There can be changes in the resources/schedules around the start of the school year.
In some cases it is more appropriate and economically advantageous for the municipality if pupils with a dangerous road get a school card and transport from the county school transport system. The municipality is free to not use this contract for the pupils this applies to. This is also due to a greater impact on the environment if more transport is used that what is necessary.

Kort beskrivelse:
1) Driving users connected to the municipality's day centres, residential and treatment centres etc;
2) Driving employees on assignments, as well as driving elderly users to and from doctors etc.
The day centres are meant for elderly persons who live at home, disabled persons and others who need day centre services in their respective district. The day centre user needs to be transported by taxi or another suitable means of transport between their private residence and the day centre. The aim is that the users at a particular day centre live, as far as is possible, in a natural geographical area as regards the day centre.

The tenderer can request a provisional collection list for each day centre from Haugesund municipality before each week. The tenderer will get the final collection lists on the working day before the transport is to be carried out for each day centre.

This shall include each user´s needs for assistance and whether there are other conditions that can require special help.
The tenderer and contact persons in Haugesund municipality are to cooperate closely on making rational routes for the driving. The home care service will prepare users for collection and it is therefore important that the route is communicated so that the users are ready at the correct time.

The below points describe the needs / requirements that apply to all the day centres:
— the transport need is Monday to Friday, 52 weeks a year, except bank holidays,
— routes and the number of users will vary somewhat from day to day,
— the maximum driving time for day centre driving, i.e. how long users can remain in the vehicle / bus, cannot exceed 30 minutes,
— adaptations regarding exact driving times must be agreed with the transporter / each service place / day centre,
— if required, the driver must help the user inside their home, help the user into the vehicle and right into the day centre´s premises. The same applies for the journey home,
— all day departments have users from the entire municipality, even if the aim is to have the offer nearest to the home address.

Miscellaneous trips by coach and minibus, approx. 30 trips per annum. These are not scheduled routes, but are ordered when needed. The tenderer must explain the ordering routines/time.
