The objective of the procurement is to obtain assistance with the provision and management of the implementation of assignments where the delivery consists of electrical services including materials, with emphasis on:
— maintenance of buildings and installations,
— reconstruction/replacement of buildings and installations,
— rehabilitation/upgrading of buildings and installations,
— perform control of electrical installations,
— fire/vandalism/water damage in buildings, and,
— work in the central data center and distribution nodes connected to the municipality’s IT infrastructure.
Group replacement of light sources is a minor part of this procurement as this is something the municipality wants to start with during the contract period.

The contract period is 2 years with an option for extension of the contract one or more times, up to 2 years.
The total agreement period is up to 4 years upon release of a full option.

Requirement 1 - Tax certificates:
— the tenderer's tax and VAT payments shall be in order.
Documentation requirement:
Tax and VAT certificate.
— a certificate for tax and VAT issued by either the local tax office or the tax collection office where the tenderer's head office is located,
— the certificate can be obtained from Altinn.no,
— the certificates shall not be older than 6 months, from the tender deadline:
— — Norwegian tenderers who are not VAT obliged must provide confirmation of this from the Norwegian tax authorities,
— — Foreign tenderers must submit certificates from authorities equivalent to the Norwegian authorities.
Requirement 2 - Company registration certificate:
Tenderers shall be a legally established company.
— Norwegian companies: Company Registration Certificate,
— Foreign companies: Verification that the company is registered in a trade index or business register as prescribed by the law of the country in which the company is established.
Økonomisk og finansiell stilling:
Requirement 3 - Finances:
The tenderer is required to be financially solvent, which gives the contracting authority the security that the tenderer will be financially viable throughout the period of the agreement. A creditworthiness of A (creditworthy) is required to be eligible for this competition. Tenderers with a lower rating will be rejected.

Documentation requirement:
— extended credit rating/report, not older than 3 months, from a publicly certified credit appraisal company, which includes a credit rating of the tenderer - typically given by a letter or short text, as well as an explanation of this. The report shall be based on the last known accounting figures. The date must be clear.

— companies without sufficient credit rating, newly established companies with a credit score of AN, individual foreign companies or companies without reporting obligation to the Brønnøysund Register Center will not always be able to document that the requirement is met. In such instances, they will be able to compensate with a satisfactory credit rating which provides an equivalent security for implementation ability. Teknisk og faglig kapasitet:
Requirement 4 - Quality management system:
A good and well-functioning quality management system is required for the requested services The concept of a quality management system is that i.a., the tenderer has an awareness of quality objectives, planning, securing, handling of deviations, and quality improvement.

Requirement 5 - Environmental management system:
Systems and procedures are required that ensure low environmental impact when performing the delivery. The environmental management system must i.a. ensure continual improvement of:
— the organization’s competence in the environment and safety,
— the service's climate effect.
— an account of the tenderer´s environmental management system.
Requirement 6 - Implementation ability:
Tenderers are required to have extremely good implementation ability and are also required to have an organization that has the capacity to implement in accordance with the contract.
— an organization chart and a description of the tenderer’s technical personnel or technical units that the tenderer has at their disposal for the fulfillment of the contract, regardless of whether they belong to the company or not,
— a statement of the tenderer's average workforce and the number of employees in the administrative management during the last 3 years.
Requirement 7 - Approvals/registrations:
1) The tenderer shall be registered in DSB’s (the Norwegian Directorate for Civil Protection) central register of electrical businesses that have approval from DSB to:
— design electrical installations,
— carry out electrical low voltage installation in residences, office buildings, industry and/or on machinery,
— repair electrical equipment (non-registration obligation according to applicable regulations), and,
— perform control of others’ electrical installations.
2) The tenderer shall have central approval such as The Norwegian Insurance Approval Board, the National Office of Building Technology and Administration, etc. in fire alarm systems.
3) The tenderer must have approved E-communication Network Authorisation in accordance with the authorization regulation, and be registered in the Norwegian Communications Authority’s register.
1) The Contracting Authority will verify if the tenderer is registered in DSB’s register in the following areas:
Scope:
— engineering design of electrical installations,
— execution, maintenance, and control of others’ electrical installations.
Professional scope:
Execution:
— low voltage building installations,
— low voltage industry installations.
Engineering design:
2) Copy of documentation shall be enclosed.
3) The Contracting Authority will verify if the tenderer is registered in the Norwegian Communications Authority’s register.

The Contracting Authority will select a minimum of 6 and a maximum of 10 service providers who will be sent the tender documentation and have the opportunity to participate in stage 2 of the competition if more than 6 service providers meet the qualification requirements.

The Contracting Authority reserves the right to undertake minor, but not significant, changes to the tender documentation in stage 2.
If more than 6 tenderers meet the minimum requirements for qualifications in points 3.2 - 3.6 of the qualification documentation, the Contracting Authority will rank the tenderers based on their degree of fulfillment of the qualification documentation point 3.7 - the Tenderer’s experience.

— relevant experience and competence in the building categories owned and operated by the municipality, cf. point 1.1 and point 1.2 of the qualification documentation,

— the company’s role/function in the project, including the phases for which the company assisted, and,
— implementation of the reference assignments.
