The objective of the procurement is to ensure that the contracting authority, in accordance with applicable regulations, achieves cost-effective and rational purchasing, and consumption of teaching aids and simplifying of the purchases, and achieves a better overall economy.

The procurement comprises a Framework Agreement for the delivery of teaching aids and non-fiction for primary and lower secondary school, Before and After School Care, nursery schools and adult education, and also for the various trade occupations. The objective of the procurement is to ensure that the Contracting Authority, in accordance with applicable regulations, achieves cost-effective and rational purchasing, and consumption of teaching aids and simplifying of the purchases, and achieves a better overall economy.

The selected service provider is required to have the capacity to cover the Contracting Authority's need in a satisfactory manner. The Contracting Authority is assumed to be a prioritised customer for the contractor signing the agreement.
The procurement is divided into the following product groups:
— product group 1: Printed and digital books for schools and nursery schools — text books, single-use books, work books, teacher guides, exercise booklets, answer books and photocopying originals of these books, and digital and printed learning resources that are part of, or supplement the relevant textbook series,

— product group 2: Subject books and text books in accordance with the book contract (book group 2),
— product group 3: Books in book grounds 3-9 in accordance with the book contract (Factual prose, fiction, dime novels, art, commissioned books, laws, research reports and the like and audio books, e-books and electronic content products, other literature),

— product group 4: Educational specific material (not games or art materials) and teaching aids that provide the opportunity for diversity in learning styles and differentiation.
Option:
Digital teaching aids that are not included in category 1, i.e. that are not specifically connected to a textbook series, but are connected to work with competence goals in subjects. Including e-books, internet services and adequate digital teaching aids (the list is not exhaustive).

Digital teaching aids are currently a broad term in the education sector. A digital teaching aid can for e.g. be an additional resource to the printed text book series'. This type of component can either be enclosed with the textbook and included in the price of the book, have a reference to the publisher's associated free website, or be sold as a student and/or teacher license at a given price. A digital teaching aid can also be stand-alone products such as for e.g. Digital dictionaries, speech synthesis, e-books/digital textbooks and maths resources. The term digital teaching aids is also used when discussing electronic teacher guides and other digital resources that are used in Norwegian schools.

The development in this area is fast. Suppliers must be able to offer books and teaching aids that deal with and use updated information and communication technology.
The tenderers should submit tender offers for these digital teaching aids, but it will be an option for the Contracting Authority whether to enter into a contract for the purchase of these. It will not be evaluated in this part of the service, and an agreement for digital teaching aids may be concluded with the tenderer who is offered the contract. For digital educational aids, the product selection, prices, discounts and any solutions for license management and administration of the digital teaching aids must be described.
