Framework agreement for the procurement of plumbing services

Oslo kommune v/ Omsorgsbygg Oslo KF

The Contracting Authority shall enter into a Framework Agreement for plumbing services and associated assignments. The framework agreement will include the following plumbing services:
1) material;
2) planned maintenance work;
3) training and courses for operational personnel;
4) urgent assignments and acute improvement work;
5) 24 hour duty scheme for acute assignments;
6) service of pump stations for waste water /surface water / sewage;
7) service of heating installations: electric boilers, bio-oil burners, water-borne installations;
8) water treatment for the preventing legionella.

The following services are not included in the Framework Agreement:
1) as a main rule, the Framework Agreement does not include work in a partial renovation or total project. The Contracting Authority reserves the right to use the Framework Agreement in such projects where this is appropriate;
2) the Contracting Authority has a separate Framework Agreement for compound trade services and a Framework Agreement for the inspection and maintenance of sprinkler installations and water mist installations. The Contracting Authority reserves the right to make call-offs on these Framework Agreements that can include plumbing work.

Juridisk, økonomisk, finansiell og teknisk informasjon
Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
— the tenderer tax and VAT payments shall be in order,
— Tax and VAT certificate, not older than 6 months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration,
— foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities,
— the tenderer shall be a legally established company,
— norwegian companies: Company Registration Certificate,
— foreign companies: proof that the company is registered in a trade index or business register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
The tenderer must have sufficient economic capacity to implement the Framework Agreement.
The Contracting Authority will obtain a credit rating based on the last known fiscal figures.
The Contracting Authority reserves the right to obtain the annual accounts or other documentation if this is necessary to evaluate the requirement.
Teknisk og faglig kapasitet:
Tenderers must have the capacity to fulfil the Framework Agreement.
An account of the tenderer's average workforce and the number of employees in the administrative management in the last 3 years (can be a competence matrix or organisation chart).
CVs for individuals should not be submitted.
Tenderers must have good experience from equivalent Framework Agreements.
An overview of a maximum of 3 of the most important reference assignments carried out in the last 5 years, including information on:
— value,
— date,
— place,
— brief description of the assignment, and
— the name of the public or private recipient and the name of a contact person at the Contracting Authority (the contact person at the Contracting Authority can be contacted if needed).
Environmental ambitions for the reference projects are also to be given.
Quality system: Tenderers must have a well-functioning quality management system that is relevant to the content of the contract.
The tenderer shall submit a description of their quality management system, hereunder the tenderer’s quality assurance measures.
Documentation shall at least describe the following points:
a) the organisation’s quality policy and quality goals;
b) the work processes and work procedures that are relevant to the contract’s content;
c) methods that ensure the systematic measuring of customer satisfaction and continual improvement of performance.
Documentation can be requested.
Alternatively: The tenderer can submit certificates pertaining to the company’s quality management system issued by independent bodies confirming that the tenderer fulfils certain quality management standards, for example ISO 9001 or equivalent.
Environmental management: Tenderers must have a satisfactory environmental management system suited to the content of the contract. Tenderers shall present a description of the tenderer’s environmental management measures.
The description must include procedures and checklists for the offered services in the contract, which must show satisfactory environmental management for the deliveries / services. The procedures and checklists must show how the tenderer meets requirements on the surrounding environment in the internal control regulations and Pollution Act. The tenderers shall document that the system is regularly reviewed, and that they have an active system for deviation management and improvements.

Tenderers shall document their environmental performance / procedures within the themes of purchasing, energy, waste, transport and/or emissions (only relevant themes). Maximum 600 words.
Alternative 1:
If a tenderer is Eco-lighthouse certified, it is sufficient to enclose the certificate.
Alternative 2:
If the tenderer has ISO14001 certification (or equivalent), it is sufficient to enclose the certificate.
