Framework Agreement for the Procurement of Periodicals

The aim of the procurement is to enter into a Framework Agreement that meets the Police's need for periodical and newspaper subscriptions.
Diversity in the Norwegian Police characterizes the requirement for periodicals. This applies particularly in relation to national and international periodicals for the subject areas social studies, finances, law and police specific subjects. Periodicals with general subjects are also included in the collection. The newspaper subscription includes central national and international newspaper.
In order to meet the Norwegian Police's requirements for information, the Police must have immediate access to topical information. Cooperation with the suppliers of periodicals and newspaper who prioritise security of supplies and good customer care is therefore a conditions.
The complete description of the procurement and delivery is given in contract documentation with annexes, as well as other information published through the tender management tool (KGV).

Qualification Requirement:

Tenderers must be registered in a company register, professional register or a trade register in the state where the tenderer is established.

Documentation requirement:

— Norwegian companies: Company Registration Certificate,

— Foreign companies: verification that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.

Økonomisk og finansiell stilling:

Tenderers must have sufficient economic and financial capacity to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.

Minste nivå(er) av standarder:

The credit rating must be based on the last known accounting figures and it must not be older than 6 months. The rating must be carried out by a credit information agency with permissions thereof.

If a tenderer has valid reasons for not being able to provide the documentation requested by the Contracting Authority, the tenderer can prove his economic and financial position with any other document that the Contracting Authority deems suitable.

Teknisk og faglig kapasitet: The tenderer must have experience from comparable assignments.
Minste nivå(er) av standarder:

Description of up to three of the tenderer’s most relevant/comparable assignments during the last 3 years. The assignment description must include a specification of the assignment value, assignment length and the recipient (name, phone number and email address.). The tenderer is responsible for documenting the assignment’ relevance through their description. Tenderers may do this by including documentation on the competence of the personnel that can be used for this project, including experience that has been acquired while the personnel was in the service of another employer.
