The aim of this procurement is to enter into 3 parallel Framework Agreements with tenderers of landscape architect services. The Framework Agreements will include different types of assignments within the landscape architect discipline. The assignments will normally follow Bærum Municipality's project methodology and will deal with the different phases in the project model.

Requirement:

The tenderer is required to be financially solvent, which gives the Contracting Authority the security that the tenderer will be financially viable throughout the period of the agreement. A creditworthiness of A (creditworthy) is required to be eligible for this competition. Tenderers with a lower rating will be rejected.

Documentation requirement:

— extended credit rating/report, not older than 3 months, from a publicly certified credit appraisal company, which includes a credit rating of the tenderer — typically given by a letter or short text, as well as an explanation of this. The report shall be based on the last known accounting figures. The date must be clear,

— companies without sufficient credit rating, newly established companies with a credit score of AN, individual foreign companies or companies without reporting obligation to the Brønnøysund Register Centre will not always be able to document that the requirement is met. In such instances, they will be able to compensate with a satisfactory credit rating which provides an equivalent security for implementation ability. These alternative documents must be included with the tender.

If the tenderer has valid reasons for not being able to provide the documentation requested by the Contracting Authority, the tenderer can prove the economic and financial position with any other document that the Contracting Authority deems suitable.

Teknisk og faglig kapasitet:

Requirement:

— a very good ability to deliver is required.

and

— tenderers are required to have an organisation that has the capacity to fulfil the contract.

Documentation requirement:

— a description of the tenderer's technical personnel or technical units the tenderer has access to in order to fulfil the contract, regardless of whether they belong to the company or not

— a statement of the tenderer's average workforce and the number of employees in the administrative management during the last 3 years.

good experience is required from equivalent assignments. Equivalent assignments mean landscape architect services for school playgrounds and nurseries, outdoor installations for health institutions, parks and recreational ares, etc. In the evaluation emphasis will be put on the assignments' relevance, quality and transferable value as regards the municipality´s needs, including knowledge of the ground conditions on the site, local growth conditions and the current Norwegian laws and local norms/standards. The implementation of the reference assignments will also be emphasised.

list of the most important deliveries or services performed in the past 3 years (maximum 10), including information on:

— type of project,

— the Contracting Authority, as well as an available contact person for obtaining a reference (name, email address and telephone number),

— date for the implementation of the assignment,

— relevant assignments as regards the municipality's need, i.e., services carried out for school playgrounds and nurseries, outdoor installations for health institutions, parks and recreational areas, etc.

— the value of the company´s delivery in the project,

— the company’s role/function in the project, including which phases the company assisted in (see the project model),

— assignments for the builder or Contractor,

— Annex 3: a list of a maximum of ten important deliveries or services performed in the last 3 years is to be completed and attached to the tender as documentation that the requirement is met. The stated contact person must have been contacted and they must be available to give a reference.

Selection will be based on the tenderers' fulfilment of requirement 7 in the qualification documentation, point 3.7, experience. The following documentation will carry significant weight:

— relevant experience and competence in engineering design services for the different types of outdoor installations that the municipality owns and operates, cf. point 1.2 of the qualification documentation,

— the company’s role/function in the project, including the phases for which the company assisted,

— implementation of the reference assignments.
