The Budget and Analysis Unit has, amongst other things, a need for assistance with the formulation of the annual report and action programme every year. In addition the Communication Unit needs graphical services for both minor, major and complex assignments. Other service places in Bærum Municipality also need graphical services and, therefore, all other service areas/service places in the municipality can use this contract.

Bærum Municipality´s need for graphical services, and thereby the scope of this scope consists of, amongst other things:

— Marketing, advertising and information material

— Consultancy services and production related to graphical design, illustrations and infographics, also for digital platforms

— Services related to printing (quality and preparation for printing)

— Specialised design services

— Layout and making up large documents into pages (including budget with text, tables, etc.)

— Picture processing if required

The main delivery will mostly consist of graphical services, where all the material (e.g., pictures/illustrations and text) comes from the Contracting Authority, i.e., Bærum Municipality. In some cases we would like the tenderer to help out with illustrations and possibly photographs.

Assistance can be required for the further development of elements in the municipality´s graphical profile (e.g., brochure and document templates, profile for municipal buildings, signage, etc.).

This contract for graphical services will, however, be a 'non-exclusive' contract, as the Contracting Authority already has contracts that cover some types of graphical services and similar services, which will not be included in this contract. See point 1.6.1. in the tender documentation for further information on the contracts and their content.

Based on the consumption in recent years, the estimated combined annual call-offs will be approx. 400,000 NOK - 600,000 NOK excluding VAT. The annual call-offs will depend on the financial framework terms, political decisions and the market situation in general.

Requirement 1 - Tax certificates: Tenderers must have their tax and VAT payments in order.

Documentation requirement:

Tax and VAT certificate.

A certificate for tax and VAT issued by either the local tax office or the tax collection office where the tenderer's head office is located. The certificate can be obtained from Altinn.no.

The certificates shall not be older than 6 months, from the tender deadline.

Norwegian tenderers who are not subject to VAT must provide confirmation of this from the National Tax Board.

Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

Requirement 2 - Company registration certificate: Tenderers must be a legally established company.

Norwegian companies: Company registration certificate.

Foreign companies: Verification that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.

Økonomisk og finansiell stilling:

Requirement 3 - Finances:

The tenderer is required to be financially solvent, which gives the contracting authority the security that the tenderer will be financially viable throughout the period of the agreement.

A creditworthiness of A (creditworthy) is required to be eligible for this competition. Tenderers with a lower rating will be rejected.

Documentation requirement:

Extended credit rating/report, not older than 3 months, from a publicly certified credit appraisal company, which includes a credit rating of the tenderer - typically given by a letter or short text, as well as an explanation of this. The report shall be based on the last known accounting figures. The date must be clear.

Companies without sufficient credit rating, newly started companies with a credit rating of AN, individual foreign companies or companies without reporting obligation to the Brønnøysund Register Centre will not always be able to document that the requirement is met. In such instances, they will be able to compensate with a satisfactory credit rating which provides an equivalent security for implementation ability. These alternative documents must be included with the tender.

If the tenderer has valid reasons for not being able to provide the documentation requested by the Contracting Authority, the tenderer can prove the economic and financial position with any other document that the Contracting Authority deems suitable.

Experience is required from equivalent assignments, as listed in point 1.3. in the qualification documentation, within both the private and public sector.

Documentation requirement:

List of the tenderer's 5 most important deliveries in the last 3 years, including information on: The customer, the assignment´s length, the assignment´s scope (value in NOK excluding VAT and/or invoiced hours), the tenderer's role/area of responsibility, the name and contact information for the contact person at the reference customer, so that the contracting authority can contact them if required. A short description of the contract/project. Examples must be submitted of any links to the 5 most important deliveries.
