Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Norwegian tenderers shall present a tax and VAT certificate from the Norwegian Tax Authority. The certificate must not be older than 6 months from the tender deadline.
Tenderers are required to be a legally established company and registered in the company register. Such satisfactory organisational and legal position shall be documented through the following:
Company registration certificate or registration certificates in professional registers as determined by legislation in the countries in which the tenderer is established.
The company registration certificate shall not be older than 6 months from the tender deadline.
Økonomisk og finansiell stilling:
Tenderers shall have sufficient economical and financial capacity. This shall be substantiated through the following:
The company's annual accounts in the last three years, including:
— the board´s annual report,
— the profit and loss accounts,
— the balance,
— notes,
— auditor's report.
If a tenderer has any valid reasons for not being able to provide the documentation requested by Statskog, the tenderer may prove its economic and financial position with any other document that is acceptable to Statskog. If a tenderer has such valid reasons, he may contact Statksog in writing in order to clarify which other documentation is acceptable.

Teknisk og faglig kapasitet:
Tenderers shall give an overview of completed assignments in the last three years, including their:
— value,
— date,
— recipient.
If a tenderer believes he has a valid reason as to why he cannot present such an overview as requested by Statskog, he can contact Statskog in writing in order to clarify whether this is a reason that Statskog can accept.
Tenderers must provide information on who will be responsible for the assignment and the competence and experience of those who will carry out the assignment, including sub-suppliers. Tenderers must document competence within the Norwegian PEFC Forestry Standard with course certificates for those who will carry out the assignment, including sub-suppliers.

Tenderers must be certified in accordance with ISO…
… 14001 with the Norwegian PEFC Forestry Standard as the environmental requirement before 1.1.2019. If a tenderer is not certified by the tender deadline, the tenderer must submit a plan for how he will be certified by 1.1.2019.
… 9001 before 1.1.2019. If a tenderer is not certified by the tender deadline, the tenderer must submit a plan for how he will be certified by 1.1.2019.
Tenderers must provide an overview of the machines, tools and technical equipment that they can use, as documentation that the assignment can be executed in a satisfactory way.
— Tenderers must describe whether the machines and equipment are equipped with the 'Best available technology' (BAT) where relevant, based on the risk of pollution and other serious environmental errors, cf. the Norwegian PEFC Forestry Standard.
— Tenderers must use felling machines with modern systems for data based marking for cross-cutting, information on this must be given in the account.

Informasjon om frister for klage:
There will be a waiting period of 14 days after the tenderer has been chosen. A contract can only be signed with the chosen tenderer after this deadline.
Tenderers can appeal the conditions of the competition and its conclusion, including the award of contract. The appeals board for public procurements KOFA. Any appeals can be sent, however, by email to kf@statskog.no with a request to reverse the decision. If an appeal has not been received by Statskog by the end of the waiting period, the contract will be signed with the chosen tenderer on the appeals deadline.

Kvalitetskriterium (navn): Description of the tenderer's contingency procedures related to HSE, oil spillage, forest fire, storm and flood
Kvalitetskriterium (vekting): 8 %
Kvalitetskriterium (navn): Description of how the tenderer will ensure that a minimum 60 % of the annual volume comes from what is defined as winter operations
Description of how the tenderer will avoid, and improve, track damage in the terrain
Description of the tenderer's procedure for implementing preventative measures, cleaning up and improving damage to forestry roads, log piles and turning areas after operations
Description of the tenderer's organisation for planning and implementation of the operative primary activities: forest management, reforestation, road building/road maintenance and real turnover
