Framework Agreement for the Procurement and Leasing of Vehicles

Lom komune

The procurement cooperation municipalities intend to enter into Framework Agreements for purchase and leasing of new vehicles for use in the municipalities. Passenger vehicles, goods vans, vans and pick ups will be purchased. The drivetrain could comprise petrol, diesel, hybrid or electricity.
The contract is divided into the following 4 contract areas:
1) Purchase of vehicles;
2) Purchase of electric vehicles;
3) Lease of vehicles;
4) Lease of electric vehicles.

Requirement:
The tenderer must be a legally established company.
Documentation:
— Norwegian companies: Company Registration Certificate,
— Foreign companies: proof that the company is registered in a trade index or business register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers shall have sufficient financial capacity to fulfil the contract, including satisfactory turnover, earnings, degree of liquidity and equity. The payment experience must be satisfactory.
Minste nivå(er) av standarder:
A solidity assessment from an approved credit appraisal agency. The assessment shall be based on the most recent known accounting figures.
The key figures in the requirement must be presented together with an assessment of the tenderer's payment experience.
Teknisk og faglig kapasitet:
Requirement 1:
Tenderers shall have good experience with the execution of equivalent deliveries.
Requirement 2:
Tenderers shall have satisfactory procedures for quality assurance.
Requirement 3:.
Tenderers must have sufficient environmental management systems to ensure minimal environmental impact.
Minste nivå(er) av standarder:
Requirement 1:
A list with an overview of relevant deliveries during the last 3 years. The list shall as a minimum contain:
— information about the customer, including contact information,
— contract value and scope,
— date of the assignment,
— description of the delivery.
The Contracting Authority shall have the right to contact the stated references. Use Annex 4
Requirement 2:
A description of the tenderer´s quality assurance methods.
If the tenderer is certified in accordance with ISO 9001 or equivalent standards, it will be sufficient to present a copy of a valid certificate.
Requirement 3:
Statement about the tenderer's environmental management system that as a minimum must safeguard the following elements:
— the business’ environmental goals and environmental policy,
— procedures and methods,
— execution of the service in an environmentally appropriate manner.
If the environmental management system is in accordance with ISO 14001, Miljøfyrtårn [Eco Lighthouse], EMAS or equivalent third party verified system, it is sufficient to enclose a valid certificate.
Kontraktutførelse
Vilkår for kontraktoppfyllelse:
The contract will contain requirements for adherence to ILO's core conventions about the prohibiting of child labour, organisational freedom, prohibition of discrimination, and prohibition of forced labour.
