VAV owns high voltage installations that are connected to the water treatment facility at Oset. The type of high voltage installations at Oset must be inspected in accordance with the Act on the Inspection of Electrical Installations and Electrical Equipment (the Electricity Inspection Act). VAV is the owner of the actual installation, whilst Hafslund owns the concession that the installation was constructed under. The network company (Hafslund) is, pursuant to the Electricity Inspection Act, obliged to have the electrical installations inspected within its supply area and VAV can, as the owner of the installation, contract a tenderer to take on the responsibility for operation and maintenance.

Beskrivelse av opsjoner:

The contract will be valid for 2 years from the date it is signed, with an option for the Contracting Authority to extend the contractual relationship for a further 2 + 2 + 2 years on unchanged terms.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

— tenderers shall be a legally established company,

— norwegian companies: Company registration certificate,

— foreign companies: proof that the company is registered in a trade index or business register as prescribed by the law of the country where the tenderer is established.

Økonomisk og finansiell stilling:

— the tenderer's tax affairs shall be in order in relation to payment of tax and VAT,

— Tax and VAT certificate, not older than 6 months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration.

Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities,

— the tenderer must have the economic capacity to carry out the assignment / contract,

— the company's last annual financial statement including notes, the board's annual report and audit report, as well as new information of relevance to the company's fiscal numbers.

NB: The Contracting Authority will obtain the annual accounts from brreg.no and

— credit evaluation / rating, not older than 3 months, based on the last known accounting figures. A credit assessment / rating must be carried out by an officially certified credit rating institution.

Teknisk og faglig kapasitet:

— tenderers must have experience from equivalent work, including sites of an equivalent nature as regards extent, complexity and value,

— an overview of relevant work carried out in the last 3 years. The overview ought to include information on the contracts' value, delivery or execution date, as well as the name of the Contracting Authority,

— sufficient implementation ability and manpower,

— overview / description that specifies the organisation that the tenderer shall use for work in the contract,

— information / CVs on the education and professional practice / professional qualifications for the persons who will be responsible for the contract and for the persons who will carry out the work in the contract (including the operations manager, installers, etc.),

— tenderers must have a good and well-functioning HSE and quality assurance system adapted to suit the content of the contract,

— certificate for the company's quality system / management system, issued by independent bodies that confirms that the tenderer fulfils certain quality assurance standards, for example ISO 9001 or equivalent, or

— other documentation that shows that the tenderer has equivalent quality assurance measures. As a minimum, a general description of the system's content, including an overview of inspection plans and check-lists that are relevant for this contract, must be submitted,

— have a licence to carry out work on high voltage installations,

— confirmation of registration in the Electrical Company Register, cf. the regulations on electrical companies § 3.
