The contract is for the following services:
1. Development of new systems and services;
2. Review and analysis activities.
The development of new systems and services will be relevant when the Contracting Authority must modernise or replace older trade systems due to capacity or technological challenges, or when the Contracting Authority has received new assignments or responsibilities for new policies, possibly with new user groups, or when changes to the rules and administration model are so comprehensive that they cannot be realised by adaptations to the existing system.

The review and analysis activities will consist of minor assignments such as reviews, projects and analyses that the Contracting Authority would like the Tenderer to carry out and that are not a direct part of the other development service. Relevant services will be, for example, technical consultancy services, reviews or analyses within mapping needs, choice of architecture, choice of technology or system alternatives.

The contract shall ensure and contribute to:
— the Contracting Authority having access to the correct resources with the correct competence at the correct time,
— the development being carried out professionally, efficiently and with high quality and professional standard,
— robust, secure and maintainable systems,
— user-friendly systems with high availability,
— good interaction and clear responsibility between the Contracting Authority's suppliers within development, maintenance and operation,
— development being carried out in accordance with flexible principles.
Attention is drawn to the fact that this procurement is the first of 3 that will be announced in the first part of 2018 that will cover development, maintenance and operation of the Contracting authority's ICT systems.
Varighet: 24 måneder

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
The tenderer shall be registered in a company register, professional register or a trade register in the state where the tenderer is established.
— Norwegian companies: Company Registration Certificate.
— Foreign companies: Verification that the tenderer is registered in a company register, trade register or a commerce register in the country where the tenderer is established.
Tenderers must have sufficient economic and financial capacity to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
— A credit rating based on the most recent financial figures. The rating shall be carried out by a credit rating company with licence to conduct this service,
1. Experience is required from similar deliveries The delivery results must be good.
Similar deliveries means deliveries of a similar size and technology and that included the following service areas in private or public entities:
— Development of new systems and services.
— Review and analysis activities.
Description of the 3 last completed deliveries for each of the abovementioned areas, where the tenderer had the main responsibility for the delivery.
The description shall include information on:
— The type of delivery and its execution, including what work assignments were carried out by the tenderer,
— The delivery's approximate value, duration, Contracting Authority (with contact information for references with a name, position, telephone number and email address),
— Team composition, organisation and management,
— Technology that was used.
The references (Contracting Authority) can be contacted for information on how the delivery was carried out, including whether the delivery met the Contracting Authority's needs.
2. An account of the tenderer's average number of employees in the 3 last years within the following job categories:
— Project manager,
— Test manager,
— Functional architect,
— Technical architect,
— UX-design/Interaction designers (user experience),
— Senior developer (developers with at least 4 years work experience within development).
—Junior developers (developers with less than 4 years work experience within development).
If a tenderer intends to rely on other companies' capacity (subsuppliers), the tenderer must present documentation confirming that they have the right to use the necessary resources at the subsupplier, e.g. a written commitment statement or a written collaboration contract on this between the tenderer and subsupplier. The commitment statement or the written collaboration contract shall state the number of employees within the abovementioned job categories.
