The competition concerns a contract for the delivery of health and care services in accordance with the Health and Care Services Act § 3-2, first paragraph nº 6 a and b.
Individuals with special needs will in this context include people in need of comprehensive and tailored services. This can be persons with intellectual disabilities, mental illness / substance abuse or with combined diagnoses, often in combination with challenging behaviour.
The scope of the procurement is difficult to estimated as Arendal kommune wants to use this scheme as a security valve in circumstances where the municipality does not establish a satisfactory offer in regard to the level of care and time. As such, the municipality's need will vary.

The service need of each person is individual and must be considered when this contract is entered into and when ordering of services is implemented. Each assignment must be tailored in relation to the individual's need and the municipality's decisions about services.

The procurement does not apply to user controlled personal assistants (BPA Services) procured through a separate process.
The estimated value of the procurement is: NOK 15 million to NOK 20 million excluding VAT per year. The volume is an estimate and is not binding for the contracting authority. For further information refer to part 2 of the Requirement Specification.

The tenderer shall have settled conditions in relation to payment of taxes and VAT.
Other economic and financial requirements: Economic and financial standing
Requirements regarding the tenderer's economic and financial position: The financial capacity to fulfil the contract is required.
There are requirements related to the tenderer's technical and professional qualifications. Good experience from equivalent assignments / deliveries is required. This means assignments of corresponding nature, complexity and degree of difficulty.
Requirements related to the tenderer's technical / professional qualifications: The tenderer shall have a satisfactory quality assurance system.
