The objective of this competition is to get the best possible cost efficient framework agreement for lock systems for the Contracting Authority. The Contracting Authority hereby invites tenderers to a competition wit negotiation for entry into a framework agreement with preferably one tenderer for the purchase of keys and locks. The Contracting Authority wants tender offers for a complete lock system in accordance with the current standards.
The Norwegian correctional service is in process of constructing a new prison in Agder. The prison shall contain two departments, one situated in Mandal and one situated in Froland. The department in Mandal will contain 100 custodial places, and the department in Froland contains 200 custodial places.
The Contracting Authority wants the new departments to be the digitised as much as possible, with door operation to different doors, and electromagnetic RFID locks for cupboards. There is also a need for padlocks associated with the lock system.
In addition to Agder fengsel [Agder Prison], the Norwegian correctional service wants the agreement to apply to all existing prisons.
