Asylum seekers in government reception centres receive start packages with kitchen equipment (hereafter called “kitchen packages”) when they move to an ordinary reception centre after their arrival phase has ended. Asylum seekers in ordinary reception centres self-cater and prepare their own food according to their wishes. They need basic kitchen equipment and tools, crockery and cutlery for this. Single adult asylum seekers and families of up to 2 persons who are to be housed in an ordinary asylum reception centre with self-catering, receive a kitchen package — the basic package. Families of 3-4 persons receive an additional package in addition — the additional package. Families of 5-6 persons receive 2 additional packages etc. Almost all asylum seekers in ordinary reception centres will receive a kitchen package. The kitchen packages shall consist of a storage box that shall house all the products in the stated amounts.

The need for kitchen packages will vary and will be decided by prognoses that are prepared by UDI four times a year of the expected numbers of asylum seekers. The Framework Agreement cover UDI's need for kitchen packages in normal refugee arrivals and possible for emergencies with higher numbers of refugee arrivals.

The Framework Agreement's length will be 2 years, with an option for 1+1 year, maximum 4 years. Deliveries shall be to the place in Norway that UDI decides, primarily to ordinary asylum reception centres nationwide.
