Riksantikvaren [the Norwegian Directorate for Cultural Heritage] has a specific responsibility for preservation of important cultural monuments/relics nationally. The church represents an important part of Norwegian cultural heritage. The Norwegian Directorate for Cultural Heritage provides economic aid to the churches and assists with the planning and implementation of preservation projects regarding art, fittings and décor of particular national value. The assignment comprises conservation of selected objects in Norwegian churches, consultancy services, condition registration and method development in conservation methods for polychrome wood and masonry.

The church represents an important part of Norwegian cultural heritage. The Norwegian directorate for cultural heritage provides economic aid to the churches and assists with the planning and implementation of preservation projects regarding art, fittings and décor of particular national value. The assignment comprises conservation of selected objects in Norwegian churches, consultancy services, condition registration and method development in conservation methods for polychrome wood and masonry.

The assignments will primarily deal with objects of painted wood, canvas paintings and wall paintings on masonry and wood, but may also be composite objects. Complicated textile objects will not be included in the assignment (chasubles, antependium etc.).

The framework agreement comprises 2 parts, for which tender offers can be submitted for one or both parts:

Part A.

1. Conservation of objects, fittings and décor in churches.

The assignment comprises consultancy services, condition registration, conservation and method development in conserving of the following objects from Norwegian churches:

— art, fittings and interior in automatically protected churches. Included here is also décor in the form of frescoes,

— objects from the middle ages in newer churches; sculptures, alter pieces and other fittings.

2. Condition registration.

The Norwegian directorate for cultural heritage aims to condition register objects, fittings and décor in a selection of protected and listed Norwegian churches. The condition registrations are planned in close collaboration with the Norwegian directorate for cultural heritage, and can for example be planned by county, with a duration of 1 to 2 weeks during the year.

Consultancy services, condition registrations, method development in conservation methods and consequences of distempered décor in buildings from before 1850. For a detailed description, refer to the tender documentation and Annex 1 to the contract Part B Distempered décor in churches older than 1850. The assignment comprises consultancy services, condition registrations, conservation and method development of distempered décor in Norwegian churches and protected buildings from before 1850 in Norway. The tenderer must have a minimum of three conservators with experience from conservation of distempered décor in order to be able to carry out the assignment.

Beskrivelse av fornyelser: The framework agreement can be extended for 1 year + 1 year.

The tenderer shall be registered in a company register, professional register or a trade register in the state where the tenderer is established.

Økonomisk og finansiell stilling:

Tenderers must have sufficient economic and financial capacity to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.

Teknisk og faglig kapasitet:

The tenderer shall have relevant experience from the following assignments:

Part A:

— Conservation of church fittings, painted with oil and distemper or tempera on wood.

— Conservation of frescoes.

— Conservation of paintings on canvas.

— Conservation of composite objects.

— Condition evaluation of church art and fittings.

— Evaluation of indoor climatic conditions that affect the preservation of fittings in older buildings with and without heating.

— Packing and transport of large and culturally historically important objects.

— Method development.

Part B.

— Conservation of distempered décor.

The tenderer’s personnel who shall work on the assignment shall have education in conservation, in the areas of paintings, masonry and/or stone (monumental) and object conservation, from an institution that is connected to ENCoRE (European Network for Conservation-Restoration Education), either as a full member of partner.
