Framework Agreement for Communication and Procurement of Consultancy Services

The Norwegian Customs, c/o the Directorate of Norwegian Customs hereby invites tenderers to an open tender contest where the objective is to enter into a Framework Agreement with a communicator of consultancy services. The aim of the Framework Agreement is to ensure that the Norwegian Customs has access to consultancy services for the following fields:
1) IT services, project management and general consultancy services;
2) Legal services.
Each of the 2 areas will be subject to separate tender contests and a Framework Agreement shall be entered into with a provider for each area. Tenders can be submitted for the communication of consultancy services for one or both of the listed Framework Agreement areas. The communicator of consultancy services will, for the relevant agreement area, be the liable contracting party for call-offs against the Framework Agreement with the Norwegian Customs.

From time to time the Norwegian Customs needs to obtain external legal consultancy services for our different special fields, such as HR, procurements and contracts related to IT and the proprietary area, as well as customs professional problems. The areas where legal services are required span over several subject areas, and hence a wide special field. It is seldom that one law firm has the required specialisation and professional competence for all these special fields. The Norwegian Customs therefore needs to enter into a contract with a communicator who can communicate legal/solicitor services for all these special fields.
