Currently there are 19 premises distributed across the area for which we hire in services. The premises consist of everything from small office stations to major office locations. Cleaning shall be inspected based on The Nordic Standard INSTA 800 (NS-INSTA 800 Cleaning Quality — Measuring System for judging quality of cleaning).

Canteen services shall be delivered at three of the locations. The tenderer shall deliver everything from preparation of canteen food/meeting food, all food products and beverages, storage of goods and food, washing up, as well as cleaning of the kitchen. During the agreement period it may be necessary to expand with canteens at multiple locations, as well as offer delivery of food to smaller locations such as plant offices and builder’s quarters.

Many of the locations shall be followed up with mats for floors. The mats will be delivered by the tenderer and cleaned depending on the use.
The tenderer shall deliver plant services at individual locations. Plants shall be fed the necessary nutrients in order to remain healthy.
At locations where we have coffee machines, we are considering if the tenderer shall deliver services on follow-up of the coffee machines. This involves daily refilling of the goods in and to the self-serve machines, washing of trays and holders, as well as weekly cleaning of the machine.

Beskrivelse av fornyelser:
The Contracting Authority has the option to extend the contract for 1 year + 1 year.
Beskrivelse av opsjoner:
It is being considered at specific locations to set aside the work with the coffee machines. The Price Form contains the locations that have machines and how many there are at each individual location.
The Contracting Authority has to right to select how many of the locations we want to utilise the option. The number can change during the period.
Each day, coffee beans, coffee powder, powdered milk and cocoa powder shall be filled as needed. The coffee grinder is emptied and washed a little internally. The spill tray and coffee holders shall be washed externally.
Also, all accessories shall be filled up, such as tea, bullion, disposable cups for water and coffee, next to the machine.
Once a week, weekly cleaning shall be performed. Then the powder in the containers is filled, a program set in motion and the machine washes and cleans itself. While the machine is working, all loose parts are to be washed and assembled again afterwards. The estimated time use for this is approx. 25-30 minutes per machine.

Egnethet til å utøve yrkesvirksomheten:
Tenderers must have their affairs in order with respect to the payment of tax, employer contribution and Value-Added Tax (VAT).
Tenderers shall confirm that they fulfil their obligations regarding the payment of tax and VAT.
The chosen tenderer must present a tax and VAT certificate.
The certificate must not be older than 6 months from the tender deadline.
Foreign companies shall present certificates that substantiate the fact that the tenderer has met the obligations in relation to the payment of tax and duties.
The tenderer shall be a legally established company. Norwegian tenderers must document this with a Company Registration Certificate.
Foreign companies: Documentation proving that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.
Tenderers must be approved for cleaning activities in accordance with Regulations on Public Certification of cleaning businesses and the purchase of cleaning services (FOR-2012-05-08-408) [PPR-2012-05-08-408]. The tenderer shall present Public Certification of the cleaning business.

Tenderers shall enclose the Annual Financial Statements for the last 3 accounting years, including the Boards Annual Report, profit and loss statement, balance sheets, notes and the auditor's reports.
The Contracting Authority reserves the right to obtain a credit rating of tenderers from the company Experian, if this is deemed necessary to provide further details/supplement the received information.
Tenderers shall have sufficient financial capacity to implement the contract. The following financial capacity will i.a. be considered/evaluated:
— tenderer’s credit worthiness,
— tenderer's positive equity.
Tenderers shall enclose a list of the most important relevant deliveries and services performed during the past 3 years, including information on the point in time, a brief description of the assignment, as well as the name of the public or private recipients.

A minimum of 3 (maximum 5) reference assignments must be described.
Tenderers must give an account of how sufficient capacity for this assignment will be ensured.
A staffing plan for the assignment shall also be submitted.
Description of the quality assurance system:
It must be documented that the supplier has a system and routines for environmental management, including a plan for the training of personnel in waste management, cleaning methods, the use of detergents and equipment in accordance with ISO 14001, EMAS, Environmental beacon or equivalent systems. It will be sufficient to present a valid certificate for the routines to be described in the company's quality or environmental management system. Fulfilment of the requirement may also be documented through a licence for the Swan eco-label/EU flower or equivalent environmental mark for cleaning services, cf. the requirements for an environmental management system in the Swan mark requirements. The requirement may alternatively be documented with a description of the system and routines.

Description of training programme:
— tenderers shall have carried out assignments of an equivalent nature and degree of difficulty,
— tenderers shall have sufficient capacity and implementation ability,
— the tenderer must have a quality assurance system,
— a quality assurance system is required. The system shall be based on for e.g.: ISO 9001 or equivalent quality standards,
— the tenderer shall have procedures to implement the assignment in an environmentally responsible manner,
— the tenderer shall have a system and procedures for environmental management, including a plan for training personnel in waste handling, cleaning methods, use of cleaning agents and equipment in accordance with ISO 14001, EMAS, Eco-lighthouse or equivalent,
