Framework Agreement for Bio-Oil Boilers and Pellet installations

Oslo kommune v/ Undervisningsbygg Oslo KF

The Framework Agreement will be for the delivery of heating from pellets, service of bio-oil and pellets boiler, the operation of pellet installations and the delivery of pellets. The Framework Agreement will be entered into with 1 tenderer for 2 years, with an option for an extension for 1 year + 1 year on the original contract terms. The Municipal Undertaking for Educational Buildings and Property currently has 36 schools that heat with biofuel oil and 6 schools with pellet systems. The number of boilers varies from facility to facility. The scope may change during the agreement period. The tenderer must, as a minimum, review the school's explosion protection document once a year in schools with pellets installations. The tenderer will also be responsible for training personnel at these schools.

Legally established company A certificate of company registration must be submitted, or an equivalent certificate as determined by the laws of the country where the tenderer is established.

Økonomisk og finansiell stilling:

Credit evaluation/rating, not older than three months, and which is based on the last known accounting figures. The entire credit rating report must be submitted, and it must contain key figures for the last 3 financial years. The rating shall be carried out by an officially certified credit rating institution. The Contracting Authority reserves the right to obtain a separate credit evaluation, if necessary.

Minste nivå(er) av standarder: Sufficient financial capacity to execute the contract.
Teknisk og faglig kapasitet:

— an overview of the most important services that the tenderer has carried out in the last 3 years, together with information on the contract value, date of delivery or execution and name of the recipient,

— attestations of previously executed assignments,

— documentation that the executing personnel have certificates/verification of competence in accordance with NS-EN ISO/IEC 17024 and DSB's “Theme Guidelines on the Use of Hazardous Substances”, Chapter 2, Paragraph 7,

— certificate for the company's quality system/management system issued by independent bodies that confirm that the tenderer fulfils certain quality assurance standards, for example ISO 9001:2008. The Contracting Authority will also accept any other documentation showing that the tenderer has established equivalent quality assurance measures. cf. the Public Procurement Regulations § 16-7 (1) cf. (3),

— certificate for the company’s environmental management system or environmental management standards issued by independent bodies, for example ISO 14001, EMAS. The Contracting Authority will also accept other documentation showing that the tenderer has established equivalent measures, cf. the Public Procurement Regulations § 16-7 (2) cf. (3).

Minste nivå(er) av standarder:

Competence and experience from assignments of a similar nature, size and complexity. Tenderers must document that they posses a satisfactory quality system and environmental management measures.
