The Framework Agreement must see to Medietilsynet's need for auditing and financial consultancy services, including, in particular, the administration of various media support schemes and supervision of TV2's contract for commercial general broadcasting. The Framework Agreement will also cover som legal assistance. The aim of the contract is to establish an external cooperation point that, at short notice, can assist with necessary competence and resources within these areas.
The assignment must, in particular, cover Medietilsynet's need for assistance with auditing related services for the annual inspection of the contract between the government and TV 2 dated 26.9.2018 for the provision of commercial general broadcasting services in the period 1.1.2019 to 31.12.2023. Medietilsynet needs assistance with formulating inspection actions, templates for reports and auditing related services. The inspection set-up must secure a sufficient basis to check that there is no cross-subsidising or over compensation.

The Framework Agreement will also cover some legal assistance, mainly connected to government support and company law conditions. The aim of the contract is that Medietilsynet would like to establish an external cooperation point with permanent advisors/consultants who, at short notice, can assist with the necessary competence and resources within these areas.
