The Municipal Undertaking for Social Service Buildings is a municipal enterprise owned by Oslo municipality to develop, build, operate, and maintain purpose-built buildings. As of January 2017 the total building area is approximately 840 000 m distributed over more than 600 properties and 1 100 buildings. The buildings mainly consist of nursing homes, residential - and rehabilitation centres, nursery schools, fire stations, as well as cultural centres. Our tenants are districts and municipal agencies.

Requirement:
The tenderer's tax and VAT payments shall be in order.
Documentation requirement:
— tax and VAT certificate, not older than 6 months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration,
—foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
The tenderer shall be a legally established company.

— foreign companies: Proof that the company is registered in a trade index or business register as prescribed by the law of the country where the tenderer is established.
The supplier must be approved by the police in regard to the law on security guard services.

Requirement:
The tenderer must have sufficient economic capacity to implement the framework agreement.
Documentation requirement:
The Contracting Authority will obtain a credit rating based on the last known fiscal figures.
The Contracting Authority reserves the right to obtain the annual accounts or other documentation if this is necessary to evaluate the requirement.

The tenderer shall have sufficient capacity to execute the framework agreement.
Documentation requirement:
— A statement of the tenderer's average workforce and the number of employees in the administrative management in the last 3 years (can be a competence matrix or organisation chart).
CVs for individuals should not be submitted.
The tenderer shall have good experience from equivalent assignments (duty telephone, security services and guard services).
— Tenderers shall enclose a list of 3 relevant reference assignments carried out in the last 3-5 years, including information on:
—— value,
—— date,
—— place,
—— brief description of the assignment (framework agreement),
—— and the name of the public or private recipient and the name of a contact person at the contracting authority.
(The contact person at the contracting authority can be contacted if needed.).
The tenderer shall have a well-functioning quality assurance system that is relevant to the content of the contract.
The tenderer shall submit a description of their quality management system, hereunder the tenderer’s quality assurance measures.
Documentation shall at least describe the following points:
a) the organisation’s quality policy and quality goals
b) the work processes and work procedures that are relevant to the contract’s content
c) methods that ensure the systematic measuring of customer satisfaction and continual improvement of performance.
Documentation can be requested.
Alternatively: The tenderer can submit certificates pertaining to the company’s quality management system issued by independent bodies confirming that the tenderer fulfils certain quality management standards, for example ISO 9001 or equivalent.
