The procurement co-operation Hauglandet and Sunnhordland intermunicipal procurement forum (SIIK), henceforth referred to as the Contracting Authority, invites tenderers to participate in an open tender contest regarding a framework agreement for the delivery of food stuff to institutional households. The tender contest is an open procedure in accordance with the Public Procurement Act from 17.6.2016, and the Public procurement regulations stated in the Royal decree dated 12.8.2016 — with later revisions. Tender competitions do not allow negotiations on the tender. After the tenders have been submitted, only clarifications of any uncertainties are allowed. Each municipality is an independent legal entity and the final contract shall therefore be signed by a responsible person in each municipality. Bokn, Bømlo, Etne, Fitjar, Haugesund, Karmøy, Kvinnherad, Sauda, Suldal, Stord, Sveio, Tysnes, Tysvær and Vindafjord municipalities are participating in this enquiry.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tax certificate.
The tenderer and any Sub-suppliers shall have organised conditions regarding the payment of tax and VAT. The tax and VAT certificate shall not be more than 6 months from the deadline for receipt of tenders.
The certificate can be ordered from the Tax Administration through Altinn.
Foreign tenderer must provide certificates from equivalent authorities to the Norwegian authorities.
Company Registration Certificate.
Tenderers are required to satisfy the public authority registration requirements. Printout or certificate from the business register as determined by legislation in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Satisfactory revenue.
That the tenderer has good economic and financial capacity. The turnover requirement is equivalent to twice the contract's size per annum over the last 2 years.
Credit Rating.
Good solidity is required.
Haugesund municipality will check your credit through Infotorg / Bisnode Credit AS.
Minimum Requirement for credit worthiness: A (creditworthy). The tenderer must enclose acceptance that Haugesund municipality can carry out credit checks through Bisnode Credit AS.
Please confirm this in the tender.

Tenderers are required to have experience from equivalent assignments. Enclose a list 3 deliveries or services performed that are comparable with this assignment. The customer name, value of contract and the time for contract should be stated. The turnover to the stated references customers must be at least 2/3 of this assignment.

Environmental requirements.
It is required that tenderer has a low environmental impact in the production and supply chain.
The use of packaging requires that the tenderer is enrolled in a recycling scheme or fulfils the obligation through it's own recycling scheme for end treatment where packaging is taken care of in an environmentally responsible manner. If routines / systems are described in accordance to ISO 14001, EMAS — registration, Eco-Lighthouse certification, or equivalent systems, a valid certificate / membership should be presented.
