The Contracting Authority requests tenders for a Framework Agreement concerning the delivery of flowers to the health trusts included in the Western Norway Regional Health Authority. The Contracting Authority has a tradition of sending flowers to employees in connection with their 50, 60 and 70 years birthdays. The Contracting Authority also sends flowers to employees in connection with resignations and retirements and when the Contracting Authority wants to acknowledge the employees or others. This may e.g. include a flower arrangement, a bouquet or a potted plant. The Contracting Authority also needs flowers to employees in relation to illnesses. The appearance of these flowers shall reflect the occasion and season. The Contracting Authority also needs flowers to employees in relation to wedding and childbirth. The appearance of these flowers shall reflect the occasion and the gender of the child.

Documentation Requirements: Tenderers shall present documentation of their legal registration in a company register in the state where the tenderer is established.
Økonomisk og finansiell stilling:
Qualification requirements
Tenderers shall have sufficient economic and financial capacity to fulfil the contractual obligations.
Economic and financial capacity means that the tenderer fulfils the following requirements:
A credit rating of at least score A or higher, measured against the AAA Soliditets scale, or an equivalent score from another reputable rating company.

Documentation requirement:
The Contracting Authority shall evaluate the tenderer's fulfilment of the qualification requirements in the following manner.
Credit rating:
The credit rating must be no more than 6 months from the deadline for receipt of tenders.
Teknisk og faglig kapasitet:
1) Qualification requirement:
The tenderer is required to have adequate experience from similar assignments.
Similar assignments are seen as services as encompassed by the competition for large hospitals or large public/private entities.
2) Qualification requirement:
The tenderer must have a system for quality management, with emphasis on i.a. Quality assurance and an efficient flow of goods.

1) Documentation requirement:
The Contracting Authority shall evaluate the tenderer's fulfilment of the qualification requirement in the following manner.
Tenderers shall enclose a list of the most important relevant deliveries and services performed in the last 3 years, including information on the value, date, and recipients. Certificates issued or verified by the Contracting Authority can be attached. Use annex 4 — the Reply form, references.

2) Documentation requirement:
Tenderers must enclose an account of existing routines verifying that the requirement is met. If the tenderer is certified in accordance with ISO 9001:2000 (or a more recent version), or equivalent to a third- party verification system, a certificate thereof is accepted as documentation on the compliance with the qualification requirement.
