Oslo kommune v/ Undervisningsbygg Oslo KF

The Municipal Undertaking for Educational Buildings and Property shall enter into a framework for signage for the Municipal Undertaking's properties. The Framework Agreement must include interior and exterior signage of our buildings, construction site boards, construction site sails and other signage at our properties. The Framework Agreement is limited to the Contracting Authority's properties in Oslo municipality.
The Framework Agreement will have a duration of two years from the start of contract, with an option for the contracting authority to extend with one year + one year on verbatim terms.

By the expiration of the Framework Agreement (2 years), before any options are released, the supplier shall use zero-emission vehicles for assignments on behalf of the Contracting Authority. The car fleet that shall be used for assignments for the Contracting Authority must therefore have zero-emmissions, including particle emissions, NoX, CO

This must be substantiated upon requests from the municipal undertaking for educational buildings and property.
The option shall as starting point not be released for a supplier who fails to comply with the requirements or lacking documentation showing compliance with the requirements.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
— A legally established company. A certificate of company registration must be submitted, or an equivalent certificate as determined by the laws of the country where the tenderer is established.
Økonomisk og finansiell stilling:
— credit evaluation/rating, not older than three months, and which is based on the last known accounting figures. The entire credit rating report must be submitted, and it must contain key figures for the last 3 financial years. The rating shall be carried out by an officially certified credit rating institution. The Contracting Authority reserves the right to obtain a separate credit evaluation, if necessary,

— annual financial Statements for the last three fiscal years which includes the Director's report, income statement, balance sheet, notes, and auditor's report,
— a tax and duty certificate shall be enclosed with the tender, showing that the status of payments for tax, advanced tax deduction, garnishments, employer contribution and VAT.
Tenderers with business addresses in other EEA countries shall submit equivalent certificate(s).
The certificates must not be older than six months, from the day the certificates are available for the Contracting Authority. The requirements regarding tax certificate(s) apply to all underlying sub-contractors.

— an overview and description of relevant executed assignments the previous three years, including information on contract value, the date of delivery or execution, and the name of recipient,
— information of the tenderer's education and professional qualifications and the company´s administrative management, in particular for the persons who will be responsible for carrying out assignments included in the Framework Agreement: Competence matrix and organisation chart with detailed information such as CVs and certificates, master certificates, craft certificates, authorisations, certifications etc,

— a statement of the tenderer's average workforce and the number of employees in the administrative management for the last three years (can be the same document as the expertise matrix/organisation chart, etc. Cf. above),
— a description of quality assurance methods. The tenderer´s own description of such measures and/or a presentation of the management system/quality assurance system, possibly certificates from a third party who confirms that the tenderer has such system/meets the quality assurance standards,

Minste nivå(er) av standarder:
— good competence and experience from equivalent assignments: i.e. large and minor school projects, have knowledge about the current requirement for universal design,
— sufficient capacity to manage the Framework Agreement,
— methods for quality assurance within the relevant trades (the tenderer's quality assurance measures),
— environmental management.
