Bybanen AS wants to enter into a framework agreement with one construction machine contractor for the delivery of contractor services with crew, construction management as well as machines, transport and equipment for works that shall be carried out at our facilities connected to the Light Rail and trolleybuses.
The majority of the assignment will be for roads, water and sewage works as well as excavation works. It should be anticipated that work near rails must be carried out during the evening/night when the light rail has less traffic. In some cases it may be necessary to engineer design technical solutions, and in such circumstances the contractor shall procure an engineering design consultant with sufficient competence and responsibility classification in relation to the assignments.

In general, the contractor shall be able to take care of the maintenance work and projects through the framework agreement.
relevant work assignments are:
— road, water and sewage works,
— asphalt work,
— excavation work,
— masonry, plastering and tiling works, pavement,
— concrete works,
— metal works, welding,
— pigging and drilling,
— track work,
— engineering design of technical solutions.
The contractor must be able to procure all of the necessary requirement for all relevant assignments. This also concerns necessary safety and sign age material. The contractor must also provide the preparation of the sign plan and roadwork signs.
The contractor procures materials. The mark-up shall be 10 %. In certain circumstances the material for the projects can be procured by the contracting authority. This will be agreed from assignment to assignment.

Ordered works must be started within a maximum of ten days calculated from the contracting authority’s order. Deviations from this must must be agreed upon when ordering.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
— The tenders must have their affairs in order with respect to the payment of tax, payroll tax and value added tax (VAT).
The tenderer must be a legally established enterprise.
The documentation requirement is provided in the tender documentation.
Økonomisk og finansiell stilling:
The tenderer shall have sufficient financial strength to be able to implement the contract.
Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.

— Credit rating based on the last known accounting figures, not older than 6 months. The rating shall be carried out by a credit rating company with licence to conduct this service.
If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial position with any other document that the contracting authority deems suitable.
