Background.
Difi would like to enter into a Framework Agreement with one consultancy company that has the correct competence to enable Difi to reach the government´s targets for the digitalisation of the procurement process.
The procurement is based on a need to continue Difi´s work on the electronic trade format (EHF), in accordance with Measure 1, Establish an electronic trade format for the entire procurement process under the Programme for Digital Procurements.
The aim is to build up sufficient self-competence internally, and Difi has a need to use external competence for format development and participation in international standardisation work.

Kort beskrivelse:

Difi is responsible for the digitalisation of public procurement processes in Norway, for which the use of electronic trade format (EHF) is a significant means. We are seeking assistance connected to EHF and participation in national and international standardisation work relevant for the maintenance and further development of EHF to cover major parts of the procurement process.

Difi now invites tenderers to an open tender contest for the procurement of consultancy services within the standardisation of digital interaction in the procurement area.

A Framework Agreement will be signed with one main tenderer, who will be allowed to use sub-suppliers.

Scope

There is some uncertainty as regards how many call-offs will be made under the Framework Agreements and the extent of each call-off. There can be an annual use of the Framework Agreement for up to approx. NOK 3 million excluding VAT, but this will depend on the activity level in the projects that Difi is engaged in and that are mentioned in this tender documentation. It is not certain that all the call-offs will be made at once. Some of the projects will be completed before the Framework Agreement expires and the need will, therefore, be subject to a varying annual volume.

The extent of the call-offs will reduce over time as the intention of the consultancy assistance is also to strengthen Difi´s own competence.

Duration of the Contract.

The contract will be valid for 2 years, with an option for an extension for 1+1 year.
