The operation and maintenance of the land-based infrastructure will be planned and carried out by the ferry shipping company.

This is so as to ensure that the individual equipment units and the system section´s environment and maintenance requirements are fulfilled, the system´s availability is maintained at a high level, and that all the requirements in the relevant rules are fulfilled and all prerequisites in TRFK´s insurance contracts are met.
TRFK, as the owner, sees a need for follow-up of the planning and implementation of the shipowners´ maintenance plans and execution, as well as reports to the Contracting Authority (monthly). This is so as to ensure that the individual equipment units and the system section´s environment and maintenance requirements are fulfilled, the system´s availability is maintained at a high level, and that all the requirements in the relevant rules are fulfilled and all prerequisites in TRFK´s insurance contracts are met.
This procurement´s objective is expected to include the following extent:
— qualified review and verification of whether the shipowners´ operational and maintenance plans, staffing and follow-up set-up are in accordance with the current rules. Reports must be submitted to the contracting authority on any shortcomings and deviations found in the review,

— this contract includes follow-up of whether the shipowner´s maintenance activities and resources for periodic inspections are in accordance with the current rules,
— responsible for the follow-up of imposed reports from inspection authorities to those carrying out the operation and maintenance,
— monthly reports to the contracting authority (see the requirement),
— follow-up of TRFK´s insurance contracts for the land-based infrastructure,
— adequate cover,
— any double cover,
— in the event of an insurance matter; clarify responsibility TRFK/Shipowner and follow-up any insurance matter for TRFK,
— periodic collection and structuring of log data from installed equipment (frequency based on the equipment´s storage capacity, estimated to once a month),
— treatment of MOM (Management, operation and maintenance) documentation for safeguarding update of the MOM documentation,
— follow-up of relevant parts of TRFK´s 'Stand-By Plan' and assist TRFK during events, as agreed.
TRFK will establish a Framework Agreement for the assignment in accordance with this notice. Services under this Framework Agreement will be remunerated according to hours used, with a flat hourly rate that includes all costs connected to the execution of the work, the hourly rate is to be specified by the tenderer. The offered hourly rate must be fixed for 2019 - any adjustments will then be made annually on 1 January. The price regulation of the contract must be in accordance with 80 % of the consumer price index.

The hourly rate must cover all costs of engaged personnel, including social costs, offices, necessary protection equipment, IT equipment and systems and training.
For work on site (for inspections), travel time (from the home office) is covered in accordance with the offered hourly rate and travel costs in accordance with the Government´s rates.
Estimated required need: qualified capacity of 400 — 600 man-hours per annum, excluding travelling time for the requested service.
The property section in TRFK will administer the contract.
