This tender contest is for a preparatory contract for preparations for future contracts.

The work consists of, amongst other things, altering infrastructure, sheet piling, blasting and removal of matter, as well as road alterations.

The work involves, amongst other things, the demolition and removal of 3 detached houses, alterations to water and sewage, sheet piling for a cutting, excavation of uncompacted matter and blasting work.

A temporary dual carriageway Fjøsangervei shall be established to the west of the current road and parts of the current Fjøsangervei shall be removed. It is important to focus on pedestrians and cyclists throughout the entire construction period.

See Annex A, the Description of works, for further information on the scope and content of the contract.

Requirement: Tenderers shall be a legally established company.

Documentation requirement: Norwegian suppliers:

— company registration certificate.

The contracting authority will download this from the Brønnøysund Register Centre.

Documentation requirement for foreign tenderers:

— Confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.

Økonomisk og finansiell stilling:

Requirement: tenderers shall have sufficient financial strength to be able to fulfil the contract.

Documentation requirement: The tenderer's annual accounts including notes with the board's and auditor's reports for 2015, 2016 and 2017.

The contracting authority will download the annual accounts from 2015 and 2016 from the Brønnøysund Register Centre for Norwegian tenderers.

If the annual accounts for 2017 are not finished before the tender deadline expires for this competition, the preliminary annual accounts shall be also be attached.

The contracting authority reserves the right to carry out a credit assessment from Experian.

Financial strength will be evaluated in relation to turnover, operating profit margin, solidity and liquidity.

Teknisk og faglig kapasitet:

Requirement: the tenderer must have an adequate ability to fulfil the contract.

Documentation requirement: A short, overall description of the organisation shall be given, including:

— an account of the competence profile of the company,

— description of equipment, machinery or other available equipment of relevance for the execution of this contract.

Requirement: tenderers shall have relevant experience from deliveries of an equivalent nature, extent and complexity.

Documentation requirement: a description of the tenderer’s most important deliveries in the last 5 years. Descriptions of the tenderer's most important relevant deliveries that were carried out more than 5 years ago will also be taken into consideration. The attached template shall be used (Annex 5). The reference descriptions must include enough information for an assessment of whether the tenderer, together with any sub-suppliers, has sufficient competence/experience and capacity for this assignment. See the tender documentation, point 9.6.

The contracting authority must be able to contact the reference person.

Requirement: tenderers shall have a documented management system for quality.

Documentation requirement: tenderers shall present confirmation that they have ISO 9001 or submit a table of contents for their management system for quality, as well as an overview of checklists that are relevant for this contract.

Requirement: tenderers must have a documented HSE system.

Documentation requirement: tenderers shall submit a table of contents for their HSE system and it must be clear that this system fulfils the requirements in the Internal Control Regulations.
