Norwegian Defence Logistics Organisation intends to enter into one or more Framework Agreements on behalf of the Norwegian Armed Forces for the purchase or rental of material in the specialist areas of diving, breaching, boarding, fire, fighting, rescue, climbing equipment and inflatable rubber boats.
The Framework Agreement(s) will include both delivery of material, and follow-up maintenance and service.
The procurement is divided into 12 material packages, and tenderers are requested to state which package(s) they want to offer in the qualification application.

Requirement 1: The tenderer must have their affairs in order with regard to the payment of tax and VAT. Documentation requirement: Tax certificate. For details, see “Invitation to Pre-qualification”.
Requirement 2: The tenderer must have sufficient economic and financial capacity to fulfil the contract, including satisfactory operating profit margin, degree of liquidity and equity. Documentation Requirement: Annual Financial Statements from the last two years. For details see the ‘Invitation to Pre-qualification’.

Requirement 2: The Contracting Authority wants a total supplier for the equipment packages, this includes delivery of materials and spare parts, servicing and maintenance. The tenderer must have sufficient capacity to implement total deliveries for the scope in the framework agreement(s). Documentation Requirement: Description of the organisation and staffing, account for equipment, account of tools, material and equipment relevant to the implementation.
